Rp 478 Billion Budget Has Not Been Transferred, 2026 Hajj Dormitory Program Threatened to be Delayed

JAKARTA - Minister of Hajj and Umrah Mochamad Irfan Yusuf or Gus Irfan revealed that until now there is still a budget that has not been transferred from the Ministry of Religion (Kemenag) to the Ministry of Hajj and Umrah.

This condition is considered potentially hindering the implementation of the development and revitalization program for the Hajj dormitory and the Hajj and Umrah Service Center (PLHUT) in 2026.

Gus Irfan explained that the largest budget that had not been transferred came from the state Islamic securities (SBSN) fund with a value of Rp. 478 billion.

This fund was previously planned to finance the construction and revitalization of the Hajj dormitory and PLHUT in 2026.

"The budget sourced from the SBSN fund for the financing of the construction and revitalization of the Hajj dormitory and PLHUT in 2026 is IDR 478,554,363,000 (IDR 478 billion)," said Gus Irfan at the Parliament Complex, Senayan, Tuesday (10/2/2026).

He detailed that the SBSN funds were allocated for the construction of a haj dormitory in four locations with a value of Rp. 300.28 billion. Meanwhile, the construction of PLHUT is planned in 53 locations with a total budget of Rp. 178.28 billion.

"In total, it covers 57 locations with a budget value of Rp. 478,554,363,000 (Rp. 478 billion)," he explained.

However, until now, the budget has not been able to be utilized because it is still recorded in the Ministry of Religion.

"Until now, the budget is still in the Ministry of Religion and has not been transferred to the Ministry of Hajj and Umrah," he added.

Administratively, the process of transferring the budget has actually obtained approval from the Ministry of National Development Planning/Bappenas.

The approval is contained in the letter from the Minister of PPN/Head of Bappenas Number T-1232/D.9 PD.05/12/2025 dated December 10, 2025, regarding changes to the priority list of SBSN projects in 2026. However, the realization of budget transfers still has to wait for the cross-ministerial follow-up process.

Gus Irfan emphasized that the transfer of funds would be carried out together with the Ministry of Religion and the Ministry of Hajj and Umrah under the coordination of the Directorate General of the Ministry of Finance's Budget.

"The process of transferring this budget will be carried out immediately between the Ministry of Religion and the Ministry of Hajj and Umrah, under the coordination of the Directorate General of the Ministry of Finance's Budget," he concluded.
