54 Million Poor People Have Not Received PBI JK, Mensos: Nothing is Reduced but Relocated
JAKARTA - Social Minister (Mensos) Saifullah Yusuf or Gus Ipul said that as many as 54 million poor people have not received the Health Insurance Premium Assistance (PBI JK) program.
He emphasized that the government did not reduce the quota for recipients of the JK PBI but rather relocation, because there were still many problems of wrong targets in the program.
This was conveyed by Gus Ipul in a meeting with the leadership of the DPR and related governments held at the DPR building, Senayan, Jakarta, Monday, February 9.
Gus Ipul even revealed that around 15 million people who are considered capable are actually recorded as recipients. So it needs to be adjusted so that this program is more targeted.
"Based on the Social Welfare Integrated Data (DTKS), there are still residents of desil 1 and 5 who have not received PBI JK, while some desil 6 to 10 are still listed as recipients. Desil 1 to 5 who have not received PBI is quite large, namely 54 million people more, while desil 6 to 10 and non-desil, reaching 15 million more, where the more capable are protected, the more vulnerable are waiting," said Gus Ipul.
Gus Ipul said the data was obtained in 2025. Therefore, the Ministry of Social Affairs began to use the division of desil as the basis for improving the distribution of assistance.
"We still need to do a wider cross-check, because in 2025 we are only able to cross-check more than 12 million KK, even though there should be more than 35 million KK. That's why we then work with the regions to carry out quick verification and validation," he said.
"But I think it's still not enough, and there should be more concrete efforts so that our data is more accurate year by year," continued Gus Ipul.
Gus Ipul explained, there was a gradual shift from May 2025 to January 2026 which resulted in a significant decrease in inclusion and exclusion errors. The exclusion error is people who should get PBI but do not get PBI. Meanwhile, the inclusion error is people who should not get PBI but actually get PBI.
"So, thank God, actually, if we are guided by desil, the error is getting smaller. There are still those above desil 5 and desil has not been ranked because the results of reactivation include 6,000 sufferers of catastrophic diseases and newborns who should be covered by PBI JK," he explained.
Gus Ipul emphasized that the government did not reduce the quota for BPJS Health PBI recipients. He said, the government only relocated the quota for able participants to poor participants.
"Where do we move it? So, many people think this is reduced. Nothing is reduced, but reallocated," said Gus.
Gus Ipul then gave an example of a disabled participant who was deactivated from BPJS PBI membership. One of them is a resident from the 10 village, who has assets of a house and a motorcycle.
Then there are also residents from the 7 district, who have habitable houses. From the deactivation, said Gus Ipul, the government relocated their quota to the poor from the 1 district.
"For example, this is to Apendi, desil 1. This is only in January 2026. This is Monem, desil 1, the new recipient in January 2026. So this is we transfer to those who meet the criteria according to the allocation we have," he said.
