Kemenag Proposes Incentive for Non-Certified Honor Teachers to Rp400 Thousand
JAKARTA - The Ministry of Religion has proposed an increase in incentive allowances for honorarium madrasah teachers who have not been certified to Rp. 400 thousand per month from the previous Rp. 250 thousand, as an effort to improve the welfare of teachers.
"In the future we will propose an increase to Rp. 400 thousand. Rp. 400 thousand does not include salaries from foundations, salaries from madrasahs," said the Director of Teachers and Education Staff (GTK) of the Ministry of Religion's Madrasah Fesal Masaad, reported by ANTARA, Wednesday, February 4.
Fesal said the proposal would be discussed across ministries, especially the Ministry of Basic and Secondary Education (Kemendikdasmen).
Until now, the Ministry of Religion has provided incentive benefits of IDR 250 thousand per month to 427 thousand honor teachers of madrasahs who have not been certified and have the status of non-civil servants.
Fesal said the incentive was a form of government attention to the welfare of honor teachers who have received varying income from school committees, BOS funds, and foundations.
"All honor teachers who have not been certified, we give an incentive of Rp. 250 thousand per month. Apart from that, they also continue to receive salaries from madrasahs or foundations, but the amount is indeed different," said Fesal.
In addition to monthly incentives, the Ministry of Religion also provides special allowances for non-civil servants and non-certified teachers who serve in lagging, leading, and outermost areas (3T). The allowance is IDR 16 million per year or about IDR 1 million more per month.
"This special allowance is given throughout 2025 for teachers who teach in 3T areas. This also includes certified teachers," said Fesal.
He said that special allowances had been distributed to 8,613 madrasah teachers with a total budget of around Rp. 102 billion and were usually paid in stages every three months.
On the other hand, the Ministry of Religion also provides social security protection for employment through BPJS Employment for 181,582 non-ASN teachers. The BPJS premium is fully borne by the Ministry of Religion.
"If there is an accident at work, teachers will receive services from BPJS Employment. This is part of the government's protection of the teacher profession," said Fesal.
The Ministry of Religion emphasized that it would continue to encourage madrasah honor teachers to undergo certification so that their welfare would increase through more decent professional allowances.
