Developer Submits Rp1.36 Trillion in Fasos-Fasum to Jakarta, Pramono: for the Public Interest
JAKARTA - DKI Jakarta Governor Pramono Anung witnessed the signing of 26 Minutes of Transfer (BAST) for the fulfillment of social facilities (fasos) and public facilities (fasum) obligations from developers to the DKI Jakarta Provincial Government. The value of assets handed over in Semester II 2025 reached IDR 1.36 trillion.
The signing was carried out at the Jakarta City Hall, Wednesday (4/2), and involved developers holding Land Use Designation Permits (SIPPT), Land Use Allocation Permits (IPPT), and Space Utilization Principle Permits (IPPR).
Pramono appreciated developers who had fulfilled their obligations. He assessed that the submission of fasos and fasum was not merely an administrative formality, but was part of an effort to build transparent and accountable government governance.
"I am sure, when developers hand over the fasos and fasum, they certainly want the assets to be used as much as possible for the benefit of the community," said Pramono at the DKI Jakarta City Hall, Wednesday, February 4.
According to Pramono, the management of fasos and fasum cannot be separated from trust between the government and developers. Therefore, the DKI Jakarta Provincial Government is committed to ensuring that the assets that have been handed over are not only recorded, but are actually used by the public.
"If trust or trust is obtained, then it is the duty of the DKI Provincial Government to manage these fasos and fasums. It is meaningless to receive assets and store them without being used. I ask that the fasos-fasums that have been handed over be used immediately in an open, transparent, and accountable manner for the benefit of the community. Transparency and trust are the key words," he said.
Pramono also emphasized that the DKI Provincial Government would be firm against developers who had not fulfilled their obligations to hand over fasos and fasum. He asked the DKI Jakarta Inspectorate to actively remind and take enforcement action if necessary.
"If the obligation is not fulfilled, then it must be reminded, written to, and even taken action on. This is part of our shared responsibility in realizing good governance. This is part of the process that has been agreed upon together," said Pramono.
To prevent potential irregularities, the DKI Jakarta Provincial Government also involves law enforcement officials, including the Corruption Eradication Commission (KPK), and coordinates with the DKI Jakarta DPRD. This step is taken to ensure that all processes run according to regulations.
Meanwhile, DKI Jakarta Provincial Inspector Dhany Sukma said, based on the 2024 audited financial statements of the Financial Audit Agency (BPK), the total obligation of the developer's fasos-fasum to the DKI Jakarta Provincial Government reached 26.92 million square meters.
Of this amount, 18.24 million square meters have been handed over. Meanwhile, the remaining 8.67 million square meters or around 32.23 percent, have yet to be fulfilled.
In Semester II of 2025, the DKI Provincial Government managed to collect the obligation of fasos-fasum through 26 BAST with a value of Rp. 1.36 trillion. The handover consists of land with an area of 100,592 square meters worth Rp. 1.29 trillion, construction with an area of 22,181.54 square meters worth Rp. 42.8 billion, and conversion of RSM/S worth Rp. 30.69 billion.
Dhany added that from 2023 to 2025, the total obligation of fasos-fasum that has been handed over to the DKI Jakarta Provincial Government reached 213 BAST with a value of Rp. 42,537 trillion.
"With the signing of this BAST, the assets of fasos-fasum will be immediately handed over from the mayors to BPAD so that they can be recorded as official assets of the DKI Jakarta Provincial Government," said Dhany.
