Red Notice Does Not Automatically Arrest Riza Chalid, Kejaksaan Emphasizes Legal Diplomacy
JAKARTA - The Attorney General's Office (Kejagung) RI emphasized that the issuance of a red notice against Mohammad Riza Chalid does not necessarily make the fugitive immediately arrested. The red notice serves as an international legal instrument to limit the movement of suspects who are abroad.
Head of the Legal Information Center of the Attorney General's Office, Anang Supriatna, revealed that Riza Chalid's whereabouts have not yet been officially confirmed. However, investigators obtained information that the person in question was suspected of being in one of the countries in the ASEAN region.
"We can't confirm which country. However, with this red notice, the movement in question will be monitored by the immigration system of Interpol member countries," Anang told the media, Tuesday, February 3, 2026.
Anang explained that in the context of international law, state sovereignty remains the main factor. Indonesia cannot immediately take fugitives from the legal jurisdiction of other countries. Therefore, the Attorney General's Office will emphasize the approach of legal diplomacy between countries.
"This concerns the rule of law of each country. It requires a legal diplomatic approach and cross-agency coordination," he explained.
Regarding the recovery of assets, Anang emphasized that efforts to seize and confiscate assets in the country could still be carried out even without a red notice. Meanwhile, for assets located abroad, the Attorney General's Office is still conducting further investigations.
"We are not only pursuing the person, but also trying to recover the state's losses, which are very large," said Anang.
The Attorney General's Office previously confirmed that it had received an official notification regarding the approval of the request for a red notice against Riza Chalid by Interpol. The information was received from the National Central Bureau (NCB) of Interpol Indonesia on February 2, 2026.
Anang said that the issuance of a red notice was the result of a long process involving intensive coordination between the Kejaksaan investigators, the NCB of the Indonesian Interpol, and the Interpol Center in Lyon, France.
"The red notice application was submitted after the person concerned missed three calls as a witness, then was named a suspect and again did not meet the call. After that, a DPO was issued, we just submitted a red notice," said Anang.
He added that the application was submitted around July 2025 and began to be discussed intensively since September 2025. The team of investigators from the Attorney General's Office together with the NCB Interpol Indonesia has also made a number of exposures, including an online meeting with Interpol Central.
