Minister of Finance Purbaya has not planned to implement the Marketplace Tax
JAKARTA - The Minister of Finance (Menkeu), Purbaya Yudhi Sadewa, has not planned to implement the collection of income tax (PPh) 22 by the marketplace against online traders in the near future.
Purbaya still maintains his stance to implement the new tax when the national economy has recorded a 6 percent growth.
"We will see what our economic growth is like. If the second quarter (growth) is 6 percent or more, yes we will impose (income tax on online traders). If not, yes it will not be imposed," said Purbaya, quoted by Antara, Wednesday, January 28.
He explained that his main consideration at this time was the readiness of the public and business actors in paying taxes.
Because, if the taxpayer does not have the ability to pay adequate taxes, the addition of the tax rate is feared to threaten people's purchasing power, which in turn has an impact on the performance of the national economy.
"The important thing is that the community is ready or not, strong or not, to accept the tax increase. If because of this policy, suddenly the purchasing power drops, because the economy is not fast enough, they don't have money either, what are we going to wear (tax)," he added.
On a separate occasion, the Director General of Taxes, Bimo Wijayanto, revealed that tax collection on digital platforms was one of the concrete steps to increase revenue.
Bimo, in the Indonesia Fiscal Forum (IFF) 2026 in Jakarta, Tuesday, explained that the shift in the economic structure from conventional to digital requires a more responsive adaptation of the tax business process, given that the way of doing business in general has also shifted.
"We hope that in 2026, domestic digital platforms will also be required to collect taxes in accordance with the conditions of merchants on digital platforms," said Bimo.
The rules regarding this policy are contained in the Minister of Finance Regulation (PMK) Number 37 of 2025.
The DJP is authorized to appoint a market stall as an Electronic Trading System (PPMSE) Organizer to collect taxes from traders.
The amount of PPh 22 collected, namely 0.5 percent of the gross turnover received by traders in a year. The collection is in addition to the value added tax (VAT) and sales tax on luxury goods (PPnBM).
The traders who are the target of this policy are those who have a turnover of more than Rp500 million, as evidenced by a new statement submitted to the designated market stall.
Meanwhile, traders with a turnover of less than IDR 500 million are exempt from this levy. Exemptions also apply to a number of other transactions, such as online expedition and transportation services (online motorcycle taxis or ojol), pulsa sellers, to gold trading.
