Maktour Boss After Being Investigated by the KPK: It is the Responsibility of the Ministry of Religion to Distribute Hajj Quota

JAKARTA - The boss of Maktour Travel, Fuad Hasan Masyhur, emphasized that the distribution of additional special hajj quotas was the responsibility of the Ministry of Religion (Kemenag). The travel agency or travel agent for the special hajj (PIHK) is said to know nothing about the matter.

This was conveyed by Fuad after undergoing an examination from around 10.00 WIB to 20.15 WIB at the KPK Red and White building, Kuningan Persada, South Jakarta, Monday, January 26. He was asked for information as a witness in the corruption case for determining quotas and the implementation of the 2023-2024 hajj in the Ministry of Religion.

"All of that is the responsibility of the Ministry of Religion (or currently the Ministry of Religion). We don't know anything else," Fuad told reporters at the location.

Fuad then said that as the PIHK, the travel agency was only asked to fill in the additional special quota for the hajj. "We were told to fill it in, we filled it in," he said.

Even so, the fact is that Maktour is not able to get a large quota as assumed by the public. Their quota even decreased in 2024.

"Actually, our congregation is the real quota, the first time it was announced we were 276. So I gave a very detailed explanation, 276," he said.

"Because the regulations in previous years were based on PIHK, so we were the ones who regulated it. But suddenly it changed, so if it is said that I use an additional quota of no more than 20."

Fuad also said that it was not only the investigators who examined it. The Auditor of the Financial Audit Agency (BPK) also asked for information and he had given an explanation.

"It is confirmed what else is its name, all the financing we have issued. Because of course it cannot be compared to the costs incurred by other organizers and us. So there is a difference, yes," he said.

As previously reported, the KPK has announced two suspects in the corruption case for determining quotas and organizing the 2023-2024 Hajj period at the Ministry of Religion. They are former Minister of Religion Yaqut Cholil Qoumas and staff in particular, Ishfah Abidal Aziz alias Gus Alex.

The determination of the suspect was made later, because the KPK investigated the alleged corruption by using a general investigation order (sprindik) issued on August 7, 2025.

The Sprindik general uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Corruption as amended by Law Number 20 of 2021 jo article 55 paragraph 1-1 of the Criminal Code. This means that there is state loss that occurs due to this corrupt practice.

The KPK said that the state's losses in the 2023-2024 quota and Hajj management corruption cases were said to have reached more than Rp. 1 trillion. The suspicion began with the provision of 20,000 additional Hajj quotas from the Saudi Arabian government for Indonesia to reduce the queue of pilgrims.

However, recently the distribution turned out to be problematic because it was divided equally, namely 50 percent for regular hajj and 50 percent for special hajj.

In fact, according to the law, the distribution should be 92 percent for regular hajj and 8 percent for special hajj.

During the course of this case, a number of parties have been examined. Among them are former Minister of Religion Yaqut Cholil Qoumas to travel agents or travel agents who organize special hajj (PIHK), including Fuad Hasan Masyhur as the boss of Maktour.
