Maktour Boss Admits It's Hard to Get Special Hajj Quota from the Government: We Finally Use Furoda

JAKARTA - The boss of Maktour Travel, Fuad Hasan Masyhur, admitted that he had difficulty getting additional special hajj quotas from the government in 2023-2024. This travel agency or travel agent even admitted that he had to send pilgrims using the furoda quota.

This was conveyed by Fuad when he arrived at the KPK Red and White building, Kuningan Persada, South Jakarta today, Monday, January 26. He came to meet the investigators' call as a witness to the corruption case of determining quotas and organizing the 2023-2024 hajj at the Ministry of Religion (Kemenag).

"Last year, Maktour (received an additional quota, ed) was almost 600, in 2024 we were cut," said Fuad while showing a document to reporters at the location.

Fuad said that his travel agent did receive an additional quota but not much. "I am showing the facts. Imagine Maktour with such a big name to get the quota declared exhausted," he said.

"Finally we have to use Furoda," he continued.

Furthermore, Fuad emphasized that a number of parties who accused Maktour of receiving many additional Hajj quotas were not true. His party only received one additional Hajj quota from the government.

"It's very difficult, so that's why I'm bringing this (document, ed). when we still need it and we hear that the last second there is still a quota of up to 300. Proof that Maktour can only get one," said the entrepreneur.

As previously reported, the KPK summoned Fuad Hasan Masyhur as the boss of Maktour on Monday, January 26. He will be questioned as a witness to the corruption case on determining quotas and the implementation of the 2023-2024 Hajj pilgrimage at the Ministry of Religion (Kemenag).

Fuad is known to have been questioned by investigators in this case on August 28, 2025. He was then questioned about the role of the Hajj association as a representative of a travel agency or Special Hajj Service Provider (PIHK).

The role is associated with an alleged initiative that resulted in the use of discretion by the former Minister of Religion Yaqut Cholil Qoumas in the distribution of additional 2024 Hajj quotas.

In this case, Fuad has also been prevented from going abroad since 2025. This request for prevention by the KPK was also submitted to the former Minister of Religion Yaqut Cholil Qoumas and staff in particular, Ishfah Abidal Aziz alias Gus Alex who has been named a suspect.
