Dinsos Kaltara Emphasizes Procurement of Media Cooperation Through E-Catalogue LKPP, Denies There is Markup
TANJUNG SELOR - The Head of the North Kalimantan Social Service (Dinsos) Kaltara, Obed Daniel LT, emphasized that the procurement of media cooperation with his party had been carried out through the official government mechanism and did not deviate from the provisions of procurement of goods and services.
This answers the allegations of a skewed contract markup of media contracts against the institution he leads.
"The entire procurement process is carried out through the e-Purchasing system on the electronic catalog of the Government Goods/Services Procurement Policy Agency (LKPP), which strictly regulates the stages of selecting suppliers to ordering," Obed said, Tuesday, January 20.
"This procurement is carried out through a system that can be monitored and traced. The entire process is recorded digitally and follows applicable regulations," he continued.
Obed revealed that the use of the E-Catalogue automatically closes the non-procedural practice space because prices, specifications, and providers have been set in the national system.
In addition, media cooperation is not merely a publication activity, but is part of the strategy for delivering information on social services to the public, especially vulnerable groups who need fast and accurate information.
"Social assistance programs, disaster victim handling, to disability services require continuous and targeted information delivery. This is where the role of the media becomes crucial," said Obed.
He also explained that the allocation of public publication budgets was prepared based on an analysis of information needs, the size of the region, and the geographical characteristics of the Kaltara, which includes the interior and the country's borders.
"The condition of the region makes the distribution of information cannot be compared with other areas. Distance and access factors are the main considerations in planning the budget," he said.
Obed also said that all media cooperation packages had been included in the General Procurement Plan (RUP) and integrated in regional planning and budgeting documents, ranging from RKPD to DPA.
"There is no activity that runs outside of official planning. Everything is recorded and can be held accountable," he said.
Regarding the division of roles between regional institutions, Obed continued, the Communication, Informatics, Statistics, and Persandian (DKISP) Office of Kaltara focuses on publishing the regional government's macro policies. Meanwhile, the Dinsos has the mandate to convey technical information that directly touches the needs of the community.
"To ensure that social service information reaches the target group effectively, media spending support is part of our operations," he said.
