Bapanas: Starting February 2026, the Public Can Buy SPHP Rice Maximum 5 Packs per Person
JAKARTA - The National Food Agency (Bapanas) stated that the public could buy rice for the Food Supply and Price Stabilization (SPHP) program, a maximum of 5 packs per person, which will take effect in February 2026.
The Chief Secretary of Bapanas, Sarwo Edhy, said that in an effort to increase the acceptability of SPHP rice in 2026, his party was working on updating and sharpening the technical instructions for distributing SPHP rice in 2026. One of them is by widening the maximum limit for buying SPHP rice.
"Initially, the maximum purchase limit was 2 packs per consumer or 10 kilograms (kg). In the future, it is planned that the maximum purchase limit for SPHP rice in 2026 can be 5 packs per consumer or 25 kg," said Sarwo, quoted by Antara, Saturday, January 17.
The implementation of the SPHP rice purchase policy of a maximum of 5 packs per person is valid in February 2026 because in the January period, the purchase of SPHP rice still applies the old policy, namely a maximum of 2 packs per person.
Sarwo said this referred to the policy of the Ministry of Finance through the National Food Agency and Bulog, where the distribution of rice for the SPHP program was extended until January 31, 2026, through the Year-End Budget Stockpile Account (RPATA) scheme which had been approved by the Ministry of Finance.
"Furthermore, starting in February, there has been an allocation of rice SPHP for 2026 of 1.5 million tons throughout this year. So there is no pause in the distribution of SPHP rice for the community. SPHP rice is always present for the people of Indonesia as a consumption option at an affordable price," said Sarwo.
The government through Bapanas together with Perum Bulog ensures that the availability of SPHP rice supplies can be maintained in various market lines, so that it can be more easily found by the community.
The consistency of the distribution of SPHP rice is important for the stability of the price of general rice in the market. In the Bapanas Food Price Panel, the average movement of the national medium rice price can be seen, although it is still not far from the Highest Retail Price (HET).
However, later, thanks to the projection of monthly rice production nationally which will be higher because it is approaching the harvest, it can affect the movement of prices to be more stable. At that time, SPHP rice will be distributed more selectively.
In the National Food Balance Projection for 2026 update as of January, national rice production in January can be at 1.79 million tons and February can reach 2.98 million tons.
Meanwhile, the peak of the national harvest is estimated in March and April which can reach up to 5 million tons for each month.
"So we have opened SPHP rice for all people, both for modern markets and traditional markets as well as institutions that will carry out the SPHP program. Currently, it is also available at modern retail outlets," said Sarwo.
He appealed to the public to try consuming SPHP rice. Because the quality of rice is parallel to medium rice in the market, at a cheaper price, so that it can reach all levels of society.
"If you find SPHP rice that is of poor quality, please immediately report it for replacement," he said.
Separately, the Head of Bapanas and Minister of Agriculture Andi Amran Sulaiman confirmed that the Government Rice Reserve (CBP) stock reached 3.2 million tons at the beginning of 2026, so that the SPHP rice distribution program is easier as an effort to stabilize prices in the market.
"We must be compact from upstream to downstream. Production in the upstream is strong, management in the middle is running, and absorption in the downstream is maximum. This is the key to maintaining self-sufficiency and moving to the next stage," said Amran.
