BI Records Indonesia's External Debt Reaches US$ 423.8 Billion in November 2025
JAKARTA - Bank Indonesia (BI) recorded Indonesia's Foreign Debt (ULN) in November 2025 reaching 423.8 billion US dollars or down compared to the position in the previous month which was 424.9 billion US dollars.
Head of the BI Communication Department, Ramdan Denny Prakoso, said that on an annual basis, Indonesia's ULN recorded growth of 0.2 percent (yoy), slowing down compared to the previous month's growth of 0.5 percent (yoy), influenced by the slowdown in the growth of the public sector ULN.
More specifically, the government's ULN in November 2025 was recorded at US$ 209.8 billion, lower than the previous month's position of US$ 210.5 billion.
On an annual basis, the government's ULN growth slowed from 4.7 percent (yoy) in October 2025 to 3.3 percent (yoy) in November 2025.
Denny conveyed the development of the government's ULN position was mainly influenced by the movement of state securities ownership in line with the continued high uncertainty of the global financial market.
"As one of the financing instruments of the State Budget (APBN), ULN is still managed carefully, measured and accountable, with continued utilization directed to support the financing of priority programs to maintain fiscal sustainability and strengthen the national economy," he explained in a written statement, Thursday, January 15.
Based on the economic sector, the government's ULN is used to support the Health Services and Social Activities Sector (22.2 percent of the total government ULN), Government Administration, Defense and Social Security (19.7 percent), Education Services (16.4 percent), Construction (11.7 percent), and Transportation and Warehousing (8.6 percent).
He added that the government's ULN position was dominated by long-term debt with a share of 99.99 percent of the total government ULN.
Meanwhile, private ULN was recorded at US$191.2 billion in November 2025, down from the position of October 2025 of US$191.7 billion.
On an annual basis, private ULN experienced a contraction of growth of 1.3 percent (yoy), lower than the previous month of 1.5 percent (yoy).
This development was influenced by the lower contraction of the ULN of non-financial corporations, which was recorded at 0.4 percent (yoy).
Based on the economic sector, the largest private ULN comes from the Processing Industry Sector; Financial Services and Insurance; Electricity and Gas Procurement; and Mining & Quarrying, with a share of 80.5 percent of the total private ULN.
Denny said that the structure of ULN Indonesia remained healthy, supported by the application of the principle of prudence in its management, this is reflected by the ratio of ULN Indonesia to Gross Domestic Product (GDP) which fell to 29.3 percent in November 2025, from 29.4 percent in October 2025, as well as the dominance of long-term ULN with a share of 86.1 percent of total ULN.
He added, in order to keep the ULN structure healthy, BI and the government continue to strengthen coordination in monitoring the development of ULN.
Denny said that the role of the ULN would also continue to be optimized to support financing for development and encourage sustainable national economic growth.
"This effort is carried out by minimizing risks that can affect the stability of the economy," he concluded.
