Maktour Boss Not a Suspect in Hajj Quota Corruption Case Despite Being Prevented from Going Abroad, KPK Explains the Reason
JAKARTA - The Corruption Eradication Commission (KPK) will focus first on investigating acts that cause damage to state finances in the corruption case of determining quotas and organizing the 2023-2024 hajj in the Ministry of Religion.
This was conveyed by KPK spokesperson Budi Prasetyo when asked about the fate of the boss of Maktour Travel, Fuad Hasan Masyhur, who was not named as a suspect along with the former Minister of Religion Yaqut Cholil Qoumas and staff, especially Ishfah Abidal Azis or Gus Alex.
In fact, this name was previously prevented from going abroad for six months. In addition, the KPK also found documents that were destroyed when searching Maktour's office some time ago in the Otista area, East Jakarta.
"The KPK will certainly still focus on the main issue, namely the alleged state financial losses, namely Articles 2 and 3, and two people have been named as suspects," Budi told reporters at the KPK's Red and White building, Kuningan Persada, South Jakarta, Friday, January 9.
Even so, the KPK is certain that it will not stop investigating the alleged corruption of the Hajj quota. "Later we will see again in the future that it will be like that," said Budi.
"We are still focusing on the main case, the 2nd and 3rd articles, there are already suspects, we will immediately complete the investigation file so that it can also be completed soon," he added.
The KPK officially announced the status of Yaqut Cholil Qoumas and his staff in particular, Ishfah Abidal Aziz alias Gus Alex as suspects. They are suspected of causing state losses in determining 20,000 additional Hajj quotas from the Saudi Arabian government.
As previously reported, the KPK has issued a general investigation order (sprindik) on the alleged corruption in determining quotas and organizing the 2023-2024 Hajj period on August 7, 2025. This institution reasoned that the issuance was carried out so that they could carry out coercive efforts to request information or search. The general sprindik uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning Eradication of Corruption Crimes as amended by Law Number 20 of 2021 jo Article 55 paragraph 1-1 of the Criminal Code. This means that there is state loss that occurs due to this corrupt practice.
The KPK said that the state's losses in the 2023-2024 quota and Hajj management corruption cases were said to have reached more than Rp. 1 trillion. The suspicion began with the provision of 20,000 additional Hajj quotas from the Saudi Arabian government for Indonesia to reduce the queue of pilgrims.
However, recently the distribution turned out to be problematic because it was divided equally, namely 50 percent for regular hajj and 50 percent for special hajj. In fact, based on legislation, the distribution should be 92 percent for regular hajj and 8 percent for special hajj. In the course of this case, a number of parties have been examined. Among them are former Minister of Religion Yaqut Cholil Qoumas to travel agents or travel agents who organize special hajj (PIHK), including Fuad Hasan Masyhur as the boss of Maktour. Then evidence has also been obtained by investigators after carrying out a series of searches at various locations. Yaqut's house has also been searched and documents have been found.
