Pass the 2025 Target, the State Budget Deficit Widens to Rp695.1 Trillion
JAKARTA - Finance Minister Purbaya Yudhi Sadewa reported that the State Budget (APBN) deficit until December 31, 2025 reached IDR 695.1 trillion or equivalent to 2.92 percent of Gross Domestic Product (GDP), this figure is higher than the deficit target for this year of 2.53 percent of GDP.
"The deficit has increased to Rp695.1 trillion, which is higher than the state budget (2025)," he said in a KITA state budget press conference, Thursday, January 8.
In terms of state revenue, total receipts as of the end of December 2025 were recorded at Rp2,756.3 trillion or 91.7 percent of the year-end target of Rp3,005.1 trillion.
"State revenues reached Rp. 2,756.3 trillion, this is only 91.7 percent of the state budget," he explained.
In addition, the realization of state revenues until the end of December 2025 is 3.42 percent lower than the same period in the previous year which reached Rp. 2,850.6 trillion.
He detailed that the realization of state revenue until the end of December 2025 consists of tax revenue of Rp. 2,217.9 trillion or 89.0 percent of the 2025 target of Rp. 2,490.9 trillion.
Purbaya said the tax revenue figure came from tax revenue of Rp1,917.6 trillion or 87.6 percent of the 2025 state budget target of Rp2,189.3 trillion and customs and excise taxes of Rp300.3 trillion or equivalent to 99.6 percent of the 2025 state budget of Rp301.6 trillion.
Meanwhile, non-tax state revenues (PNBP) reached Rp534.1 trillion or 104.0 percent of the target of Rp513.6 trillion.
Meanwhile, the realization of state expenditures until the end of December 2025 has reached Rp. 3,451.4 trillion or around 95.3 percent of the 2025 target of Rp. 3,621.3 trillion.
In addition, the realization of state expenditures until the end of December 2025 is 2.65 percent higher than the same period in the previous year which reached IDR 3,359.8 trillion.
"Meanwhile, state spending reached Rp3,451.4 trillion, which is 95.3 percent of the target," he said.
Purbaya detailed that the realization of state expenditures until the end of December 2025 consists of central government expenditures recorded at Rp. 2,602.3 trillion or equivalent to 96.3 percent of the 2025 target of Rp. 2,701.4 trillion.
He explained that the actual state spending figure came from the K/L spending of Rp1,500.4 trillion or equivalent to 129.3 percent of the state budget target of Rp1,160.1 trillion and non-K/L spending reached Rp1,102.0 trillion or 71.5 percent of the 2025 state budget target of Rp1,541.4 trillion.
Meanwhile, the Regional Transfer (TKD) reached Rp849.0 trillion or equivalent to 92.3 percent of the 2025 State Budget target of Rp919.9 trillion.
Meanwhile, the primary balance recorded a deficit of IDR 180.7 trillion or 285.3 percent of the 2025 state budget target of IDR 63.3 trillion.
