Chairman of Commission III of the DPR discusses the proposal for the Police to be divided into 2 territorial areas

JAKARTA - Chairman of Commission III of the House of Representatives, Habiburokhman, said that he was still digesting the proposal to divide the structure of the National Police of the Republic of Indonesia (Polri) into two territorial areas, namely the western region and the eastern region.

The proposal was conveyed by criminologist Adrianus Meliala during a public hearing (RDPU) of the Working Committee (Panja) for the Reform of the National Police, Prosecutor's Office, and Court of the Commission III of the Indonesian House of Representatives which was held at the Parliament Complex, Senayan, Jakarta, Thursday, January 8.

Even so, Habiburokhman ensured that this proposal was not as feared by the Member of Commission III of the DPR from the PKB Faction, Hasbiallah Ilyas. Where according to him, this territorial division has the potential to cause new problems.

"I'm still digesting it. But if I look at the powerpoint, it's not like what was feared by Mr. Hasbiallah Ilyas, who is a member of the PKB," said Habiburokhman after a meeting at the Parliament Complex, Senayan, Jakarta, Thursday, January 8.

Habiburokhman assessed that the structure in these two territories is still one unit of the National Police. However, he also denied that he was still digesting the proposal.

"So it's still the police as a whole. It's just that there are those who are active locally, like ordinary police. But I'm also digesting it," continued the Gerindra Legislator from the DKI Jakarta District.

Habiburokhman said, Commission III of the DPR is still scheduling a follow-up meeting by inviting a number of other community elements. Not only in discussing the Reform of the Police, Prosecutor's Office and Courts.

"Yes, of course, there will be many more experts present, not only discussing police reform, but also in the prosecutor's office, and in the courts," he said.

Previously, criminologist Adrianus Meliala proposed that the structure of the National Police be divided into two territorial areas, namely the western region and the eastern region. According to him, the division of the region can reduce the control range in the National Police organization.

"The police are divided on a territorial basis to shorten the control range of the organization," said Adrianus in the RDPU with Commission III of the DPR, Thursday, January 8.

Adrianus also assessed that by dividing the National Police into two large regions, supervision of the performance and behavior of members would also be more effective. At the same time, it will make it easier for the highest leadership of the National Police to reach the field and monitor the situation in the area directly.

"Culture is about supervision, so what if we split this police in two, there is a police in the east, a police in the west, so on. Then various kinds of irregularities can be more easily focused. The highest leadership is easier to be in the field, as well as to detect the irregularities that occur," he explained.

Adrianus then proposed that the division of the region be followed by the division of duties of the deputy chief of the National Police. According to him, each region can be led by one deputy chief of the National Police.

"I propose, for example, that the eastern region of the police have a wakapolri A, for example, the western region of the police has its wakapolri B," said Adrianus.

However, he emphasized that the division of the region would not change the basic structure of the National Police, only dividing the work area so that the control of the organization would be more focused. With this structure, he believes that various irregularities that have been difficult to detect can be more easily handled.

"Everything is the same, but it was divided into two, so then we can focus, we can focus more, besides the control is shorter. As a result, various kinds of deviations that were not visible if the police chief was only 1 wakapolri, with the presence of these 2 wakapolri, then it will be easier to see and at the same time quickly overcome," he concluded.
