The New Criminal Code Will Take Effect in 2026, the Government Will Prepare 968 Social Work Criminal Locations
JAKARTA - The Ministry of Immigration and Correction (Kemenimipas) has prepared 968 social work locations to support the implementation of the new Criminal Code (KUHP) which will take effect in 2026.
Minister of Immigration and Correction, Agus Andrianto, said that hundreds of locations were prepared as places to carry out social work, in accordance with Law Number 1 of 2023 concerning the Criminal Code.
"Through the Head of the Penitentiary Agency (Kabapas) throughout Indonesia, we have coordinated with the local government and related partners to support the implementation of non-incarceration criminal sentences in the form of social work," said Agus in his statement, Saturday, January 3, 2025.
Agus explained that the 968 locations include school hygiene facilities, places of worship, city parks, orphanages, to boarding schools. In addition, as many as 94 Abhipraya Houses (GA) managed by Bapas are also prepared for client guidance during the social work sentence.
A total of 1,880 partners who are members of GA Bapas are also involved in the implementation of social work. Guidance will be carried out according to the results of assessments and community research (litmas) by Community Guides (PK), as well as based on the judge's decision and the prosecutor's execution.
According to Agus, the application of social work criminal is expected to reduce the number of overcrowding in correctional institutions and detention houses, as well as improve the quality of the inmates' guidance.
"We hope that the inmates who return to society will become good citizens, independent in terms of skills and economy, and will not repeat criminal acts," he said.
Kemenimipas has also submitted a letter to the Chief Justice of the Supreme Court on November 26, 2025 regarding the preparation of social work criminal, which contains a list of locations for its implementation.
Previously, the Ministry of Law and Human Rights through 94 Bapas throughout Indonesia had carried out a trial of the implementation of social work sentences from July to November 2025 by involving 9,531 clients and partnering with partners from government elements and non-governmental institutions.
Meanwhile, Director General of Corrections Mashudi said that there are currently 2,686 Community Mentors ready to serve. The government also proposed adding about 11 thousand PKs and building 100 additional Bapas and Bapas Posts.
