Commission II of the DPR is ready to discuss the proposal for the Pilkada through the DPRD through the revision of the Election Law.
Chairman of Commission II of the House of Representatives, Rifqinizamy Karsayuda, stated that his party was ready to discuss various proposals for mechanisms regarding the election of regional heads (pilkada), including being elected through the DPRD. He said that the proposal would be discussed by the DPR when it would revise the Election Law.
This was said by Rifqinizamy in response to the debate on the gubernatorial election proposal through the DPRD which reappeared through the statement of the General Chair of the Golkar Party, Bahlil Lahadalia, in early December 2025. The proposal was also previously voiced by the General Chair of the PKB Muhaimin Iskandar (Cak Imin).
"We, as the institutional Commission II of the DPR RI, as a commission that has been given constitutional affairs in the field of local administration, are certainly ready to discuss various proposals for the election mechanism for regional heads that are now developing," said Rifqinizamy, Thursday, January 1.
Rifqinizamy explained that the agenda for revising the regional autonomy law had been entrusted to Commission II of the DPR RI through Prolegnas 2026. According to him, the proposal for the Pilkada through the DPRD will be discussed during the drafting of the revision of the Election Law.
"Prolegnas 2026 entrusts Commission II of the DPR RI to draft the academic text and the bill to revise Law 7 of 2017 concerning Elections," explained the Nasdem legislator.
Furthermore, Rifqinizamy explained that Law Number 7 of 2017 only regulates two types of elections, namely the presidential election (Pilpres) and legislative elections (Pileg). Meanwhile, the election of regional heads (Pilkada) is regulated in different laws and regulations, namely Law Number 10 of 2016.
"If we read black and white, the content is only two types of elections, namely presidential general elections and legislative general elections. The election of regional heads is regulated in another regime, namely in Law Number 10 of 2016," he explained.
Therefore, Rifqinizamy assessed, the discussion is needed to arrange the election and election system in Indonesia in the future.
"If possible, the discussion will be carried out in the form of codification of the law of the people's sovereignty or the codification of our election law in the future," he said.
"So it could be that it will later be made one between the revision of the Election Law and the revision of other laws, including the Law on the Election of Governors, Regents, and Mayors," he concluded.
