Purbaya Adds Rp7.66 Trillion in DAU for THR and 13th Salary Payments for ASN Regional Teachers

JAKARTA - Minister of Finance Purbaya Yudhi Sadewa added the General Allocation Fund (DAU) for local governments for 2025.

The addition of this fund is intended for the payment of Eid al-Fitr allowance (THR) and the thirteenth salary for civil servants (ASN) at the regional level.

This is regulated in the Minister of Finance Decree Number 372 of 2025 concerning Changes to the Details of the General Allocation Fund for the 2025 Fiscal Year in the Framework of Supporting the Funding of the Third Thirteenth Day Allowance and Salary for ASN Teachers in the Region. The decision was determined and signed by Purbaya on December 22, 2025

The total additional budget allocated reached Rp. 7.66 trillion and was used specifically for teachers whose basic salary came from the APBD and did not receive any other additional income.

"Determine the change in the allocation details of general allocation funds in the form of details of additional allocation of general allocation funds for the 2025 fiscal year to local governments in order to provide funding support for the payment of the third-party allowance component and the thirteenth salary of state civil servants in the region whose basic salary is sourced from the regional income and expenditure budget and does not receive additional income of Rp. 7,666,857,066,000," wrote in the rules, quoted Sunday, December 28.

Furthermore, the Regional Government is required to budget and realize the payment of the THR component and the thirteenth salary of ASN regional teachers to each teacher in the 2025 budget year in accordance with applicable provisions.

Then, in the event that the Regional Government is unable to budget and realize all of these payments in 2025, the Regional Government must re-budget and realize them in the following fiscal year.

In addition, the regional government is also required to report the realization of the payment of the third component of the THR and the thirteenth salary of ASN teachers in the region to the Minister of Finance through the Directorate General of Fiscal Balance with a transfer to the Directorate General of Regional Finance of the Ministry of Home Affairs no later than June 30, 2026.
