Jakarta Public Transportation Subsidy Reaches Rp4.8 Trillion in the 2026 APBD, the Largest Transjakarta
JAKARTA - The DKI Jakarta Provincial Government has allocated a large budget for public transportation subsidies in the Regional Budget (APBD) for the 2026 Fiscal Year. The amount of DKI APBD that was passed was IDR 81.32 trillion or down IDR 10.54 trillion compared to the 2025 APBD which reached IDR 91.86 trillion.
The decrease in the DKI Jakarta Provincial Government's APBD was mainly due to the decrease in Revenue from Transfer to the Region (TKD) allocated by the Central Government, from the previous Rp. 26.14 trillion in FY 2025 to Rp. 11.16 trillion in FY 2026.
In the 2026 APBD which has been passed through Regional Regulation (Perda) Number 4 of 2025 and promulgated on December 23, 2025, the DKI Provincial Government has budgeted for public transportation subsidies with a value of up to Rp. 4.4 trillion with the largest proportion being the Transjakarta ticket subsidy.
"The allocation of public transportation subsidies includes subsidies for Transjakarta of IDR 3.75 trillion, MRT Jakarta subsidies of IDR 536.70 billion, LRT Jakarta subsidies of IDR 325.28 billion, school bus subsidies of IDR 105.38 billion, and water transport services of IDR 100.19 billion," said Head of the Regional Financial Management Agency (BPKD) DKI Jakarta Michael Rolandi in his statement, Sunday, December 28.
Outside the transportation sector, the 2026 APBD structure also includes budget allocations for education assistance and social assistance based on cards with a value of around Rp. 4.4 trillion. The program includes the Smart Jakarta Card (KJP) Plus of Rp. 3.25 trillion and the Superior Jakarta Student Card (KJMU) of Rp. 399 billion.
Meanwhile, for social assistance, the DKI Jakarta Provincial Government has allocated a budget for the Jakarta Senior Card (KLJ) of Rp625.89 billion, the Jakarta Child Card (KAJ) of Rp100.10 billion, and the Jakarta Disabled Card (KPDJ) of Rp76.45 billion.
"We hope that the 2026 APBD can be widely felt by the people of Jakarta," said Michael.
In the next year's APBD structure, the education sector is still one of the largest positions with an allocation of Rp. 19.75 trillion or about 26.5 percent of total regional spending. In addition to KJP and KJMU, education funds are also allocated for free private school programs of Rp. 282.46 billion and the rehabilitation of schools and educational facilities of Rp. 126.12 billion.
The health sector also received a significant budget share, including for BPJS Kesehatan of Rp. 1.40 trillion, the construction of health facilities of Rp. 360.49 billion, the provision of health equipment of Rp. 165.16 billion, and the White Army program of Rp. 43.49 billion.
Michael added that the mandatory spending portion for public service infrastructure reached 43.06 percent of the total regional spending outside of financial assistance.
"If it is in accordance with the rules, at least it must be allocated only 40 percent," he said.
With this portion, the DKI Jakarta Provincial Government allocated a budget of Rp3.77 trillion for the improvement of city infrastructure. In addition, a budget for the improvement of sustainable economic productivity and competitiveness of Rp582 billion and the improvement of competitive human capital worth Rp17.58 trillion was also allocated.
The 2026 APBD also includes a budget for the creation of decent and self-sufficient community livelihoods of IDR 2.70 trillion, transformation of government governance of IDR 2.36 trillion, creation of mobility and transit-oriented areas of IDR 7.82 trillion, and optimization of low-carbon and climate-resilient development of IDR 6.27 trillion.
"In terms of public works and spatial planning, we divide it into several posts, namely flood control with a budget of Rp. 3.64 trillion, waste management of Rp. 1.38 trillion, and the construction of bridges and flyovers of Rp. 289.72 billion," said Michael.
In addition, the budget is also allocated for the employment sector, with a focus on training and improving the skills of the workforce.
"For employment affairs, we will continue to hold vocational skills training and Mobile Training Units (MTU) with a budget of Rp. 63.44 billion, SIM A training of Rp. 1.2 billion, the formation of self-employed workers of Rp. 4.33 billion, and productivity improvement training of Rp. 1.25 billion," said Michael.
Meanwhile, in the industrial and trade sectors, the DKI Jakarta Provincial Government allocated a budget for the program for the use and marketing of domestic products of Rp. 13.34 billion, empowerment of MSMEs of Rp. 17.59 billion, and industrial development and planning of Rp. 23.55 billion.
In the communications and informatics sector, the budget is allocated for technology services and city management support systems, each of which is Rp185.29 billion for managed CCTV services and Rp18.25 billion for flood control systems.
"All of these programs will be implemented transparently and accountable," added Michael.
