Workers Say Pramono's Worker Incentive Offer is Not a Solution to DKI UMP 2026 Dissatisfaction

JAKARTA - The Indonesian Workers' Confederation (KSPI) considers the incentives offered by the Governor of DKI Jakarta, Pramono Anung, do not answer workers' dissatisfaction with the determination of the DKI Jakarta Provincial Minimum Wage (UMP) in 2026.

The incentive is considered not to touch the main issue, namely the amount of wages which is considered not to reflect the real living needs of workers in the capital.

Pramono previously set the DKI Jakarta UMP 2026 at Rp5.7 million or up 6.17 percent compared to 2025. This figure is below the proposal of the trade union in the discussion of the DKI Jakarta Wage Board.

KSPI President Said Iqbal emphasized that the three incentives offered by the DKI Jakarta Provincial Government, namely free transportation, clean water subsidies, and health services, are not solutions to the minimum wage issue.

"There are more than one million workers in Jakarta. It is impossible for everyone to receive the incentive. So, it is not a solution," said Said Iqbal in his statement, Friday, December 26, 2025.

He explained that the incentive was not part of the wage, was not directly received by workers in the form of income, and had quota limitations because it depended on the ability of the Regional Revenue and Expenditure Budget (APBD).

KSPI also highlighted the position of the DKI Jakarta UMP, which is now actually lower than the Minimum Wage District (UMK) in the Jakarta buffer industrial area, such as Bekasi and Karawang Districts, which have touched the figure of around Rp5.95 million.

"Is it reasonable that the minimum wage in Jakarta is lower than Bekasi and Karawang, while the cost of living in Jakarta is much more expensive?" said Said Iqbal.

According to KSPI, this disparity further confirms that the DKI Jakarta UMP policy has not sided with the real conditions of workers in the capital. Based on data from the Central Statistics Agency (BPS), the cost of living for a small family in Jakarta can reach around Rp. 15 million per month.

Meanwhile, UMP DKI Jakarta which refers to 100 percent of the Minimum Living Needs (KHL) is only at Rp5.89 million.

"Even one-third of the real life needs in Jakarta alone are not met," he said.

DKI Jakarta Governor Pramono Anung has announced an increase in the DKI Jakarta UMP 2026 of Rp5,729,876. This figure is up 6.17 percent from the 2025 UMP of Rp5,396,761.

Pramono realized that the nominal UMP next year was not in line with the wishes of the labor group and employers who had previously expressed it in the DKI Jakarta Wage Board meeting. This value was taken by the DKI Provincial Government as a middle ground.

"We believe that all parties will provide support and can understand the existing situation and conditions, hopefully the decision taken has gone through a long process and considered various things from both the labor and employer sides," said Pramono at the DKI Jakarta City Hall, Wednesday, December 24, 2025.

Pramono then promised incentives for workers in Jakarta ranging from subsidized food, subsidized clean water from PAM Jaya, free public transportation managed by the DKI Provincial Government, and free health services.

Pramono said that this incentive was given so that workers in Jakarta could meet their basic needs if the salaries they received were not enough. This incentive will be given after meeting the administrative requirements.

"Of course, in addition to this, there are still other social protection programs that can be accessed in accordance with applicable regulations, in accordance with laws and regulations," said Pramono.
