APBN Solid Performance until November 2025, Customs and Excise Play a Strategic Role
JAKARTA - The government has emphasized that the state budget continues to be present and functioning in a tangible manner through its stabilization, distribution, and allocation roles to maintain people's purchasing power, encourage business activities, and minimize economic and social risks.
Until November 2025, the performance of the State Budget remains well maintained in the midst of global economic challenges, with the customs and tax sector being one of the main supports, both in terms of state revenue and supervision.
In the APBN Kita December 2025 Press Conference held on Thursday, December 18, 2025, Minister of Finance Purbaya Yudhi Sadewa said that the global economic conditions in 2025 still show resilience, even though they are colored by international trade tensions.
In addition, global monetary easing policies are also considered to provide positive room for economic growth, including for Indonesia.
In terms of fiscal policy, the realization of the State Budget until November 30, 2025 reflects transparent and responsible management, namely the state's revenue recorded at Rp. 2,351.5 trillion or 82.1 percent of the Outlook (Lapsem), while state spending reached Rp. 2,911.8 trillion or 82.5 percent of the Outlook.
The customs and tax sector also contributed significantly, where as of November 2025, revenue from this sector reached Rp. 269.4 trillion or 86.8 percent of the Outlook (Lapsem), growing 4.5 percent compared to the same period last year.
Head of the Customs Public Relations and Education Subdirectorate Budi Prasetiyo explained that this achievement was mainly supported by an increase in outgoing customs and excise revenue.
He explained that the realization of import duties was recorded at Rp. 44.9 trillion or 84.9 percent of the APBN target, although it had decreased by 5.8 percent (yoy) due to the decline in import duties on food commodities and the increased utilization of free trade agreement (FTA) facilities.
On the other hand, he said that the acceptance of exit fees jumped significantly with a realization of Rp. 26.3 trillion or 589.0 percent of the state budget target, growing 52.2 percent (yoy).
Meanwhile, tax revenue reached Rp198.2 trillion or 81.2 percent of the state budget target, growing 2.8 percent (yoy), even though tobacco production decreased to 285 billion sticks.
"The increase in CPO prices, the increase in palm oil export volume, and the copper concentrate export policy are the main factors driving the performance of customs," he explained.
In terms of supervision, as of November 2025, the Customs and Excise Service has carried out 17,641 actions against illegal cigarettes and 1,730 actions against narcotics.
Budi said that the illegal cigarette crackdown managed to secure around 1 billion cigarettes, an increase of 34.9 percent (yoy), dominated by machine kretek cigarettes (SKM) and machine white cigarettes (SPM).
Meanwhile, he added that narcotics enforcement had managed to uncover 18.3 tons of evidence, jumping 157.4 percent (yoy), with the majority being marijuana and methamphetamine.
"Supervision is part of the commitment to protect the community and secure the national economy from the circulation of illegal goods. All of these achievements reflect the increasingly strong synergy between Customs, law enforcement, and the community," he said.
He also expressed his appreciation to all parties who have contributed to supporting the performance of the State Budget, especially in the customs and tax sector.
"User compliance, business support, and the active role of the community are very important in determining the success of the State Budget. This synergy is what makes the State Budget really work for the welfare of the people," he said.
