DKI DPRD Alot Plenary Meeting, Interruption Colors the Approval of 4 Raperda 

JAKARTA - The plenary meeting of the DKI Jakarta DPRD to ratify four Regional Regulation Draft (Raperda) took place intensely and was full of interruptions today. The meeting was even delayed for almost an hour because the quorum of the council members was not fulfilled.

The plenary agenda includes the ratification of the Regulation on the Implementation of Education, Placement of Utility Networks, Smoke-free Areas, and the Change in the Legal Form of PAM JAYA into a Regional Company.

Not long after the meeting opened, an interruption came directly from PSI Faction Member Bun Joi Phiau. He questioned the legality of the meeting because the physical presence of council members had not met the two-thirds quorum of a total of 106 members.

However, the meeting leader continued the paripurna. Deputy Chairman of the DKI Jakarta DPRD, Rani Mauliami, said that there were 69 members present and were still waiting for several other members who were on their way.

"We will continue to hold meetings while waiting for friends who are heading here," said Rany in the plenary room of the DKI Jakarta DPRD building, Tuesday, December 23.

After the number of attendance reached 75 members, the suspension was lifted and the meeting continued to the decision-making stage. Three Raperda, namely the Raperda on the Implementation of Education, the Raperda on Utility Networks, and the Raperda on Tobacco-Free Areas were unanimously agreed upon by the members of the council who were present.

Unlike the PAM Jaya Law Change Regulation. Of the 75 members present, 11 said no. The PSI faction was the most vocal in opposing the ratification of the PAM Jaya Law Change Regulation.

"Eleven refused. Can the ratification of the PAM JAYA Law Change Regulation be agreed upon?" asked Rani before tapping the hammer to sign the ratification.

After the ratification, the meeting continued with the signing of an agreement between the leadership of the DPRD and the executive. Deputy Governor of DKI Jakarta Rano Karno then delivered the final opinion of the local government.

Rano appreciated the dynamics of the discussion in the DPRD, including various critical notes submitted by factions. According to him, the approval of four Raperda reflects the synergy of the legislature and the executive in formulating Jakarta's strategic policies.

"This approval shows a shared commitment to presenting policies that strengthen the direction of Jakarta's development as a global city that is competitive, just, and sustainable," said Rano.

He explained, the Regulation on the Implementation of Education updates Regulation Number 8 of 2006 and strengthens the commitment to 13 years of compulsory education. Meanwhile, the Regulation on Utility Networks is aimed at ending the problem of repeated mining and haphazard underground infrastructure.

For the Smoke-Free Zone, Rano emphasized that this policy is not a total ban, but an effort to protect people's rights to clean air. The change in the legal entity of PAM Jaya, according to him, is aimed at strengthening institutions and supporting the target of 100 percent drinking water service by 2029, while maintaining the principles of governance and public interest.
