JAKARTA - Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian emphasized that the government would accelerate the construction of 1,000 permanent housing (huntap) for victims of hydrometeorological disasters in Aceh Tamiang Regency, Aceh.
The Minister of Home Affairs explained that although Aceh Tamiang was still in a state of emergency response, the government did not want the post-disaster handling to drag on. Therefore, the construction of housing is still being accelerated so that the affected people can immediately occupy a decent place to live.
"If it can be preceded, why not. Especially for people whose houses are lost and severely damaged, including those who need to be relocated. Meanwhile, for houses that are slightly and moderately damaged, after the data collection is completed, assistance in the form of money will be provided so that the community can repair their houses," said Tito in his statement as quoted by ANTARA, Tuesday, October 23.
The statement was delivered by the Minister of Home Affairs after a briefing to the Regional Leadership Coordination Forum (Forkopimda) of Aceh Tamiang Regency together with the Regent of Aceh Tamiang Irjen Pol (Purn) Armia Fahmi, as well as the handover of logistical assistance in the form of clothing, blankets, mukena, mosquito nets, and various food items for disaster victims. The activity took place at the Regent's office of Aceh Tamiang.
As an initial stage, the government targets the construction of 500 huntap units in Aceh Tamiang and 500 units in North Aceh, in cooperation with the Tzu Chi Indonesia Buddhist Foundation.
The Minister of Home Affairs added that the acceleration of the development of the huntap was a direct order from President Prabowo Subianto so that the refugees would not stay in the refugee camps for too long.
Therefore, the local government affected by the disaster in Sumatra is asked to immediately determine and prepare government-owned land that will be used as a huntap location.
Regarding the plan for the location of the huntap in Aceh Tamiang, the Regent of Aceh Tamiang has mapped the land which comes from the Right to Use (HGU) of 15 plantation companies operating in the area.
Tito emphasized that the Aceh Tamiang Regency Government must ensure that the land is clean and clear before it is used for the construction of the huntap.
"If you sum it up, the total area is around 268.49 hectares. This land is owned by private parties in the form of HGU. However, the land belongs to the state. I ask the holders of HGU in Aceh Tamiang to help the people by returning some of the HGU as requested by the Regent," he said.
The Minister of Home Affairs emphasized that the government would not hesitate to take firm action if there were companies that refused to hand over part of the HGU for the sake of developing hunting for disaster victims.
"The President's order is clear, helping the people is the top priority. If anyone does not want to help, I will propose revoking their HGU. So far they have enjoyed the wealth of the Indonesian earth, now it's time to help the people," said the Minister of Law and Human Rights.
"The development of the huntap in Aceh Tamiang is targeted to start on December 29 or 30, 2025. The Minister of Home Affairs also directed the Aceh Tamiang Regency Government together with the Aceh Tamiang Regency Regional Representative Council (DPRD) to find alternative land, whether owned by the central government, local government, or State-Owned Enterprises (BUMN).
"If the land is ready, I will be with the Minister of Housing and Settlements (Maruarar Sirait) insyaallah on December 29 or 30 to return to Aceh Tamiang to carry out the ground breaking of 500 huntap units at once and hand over the continued assistance," said the Minister of Home Affairs.
For information, the construction of the huntap in Aceh Tamiang is part of the national program for the construction of permanent housing which is carried out simultaneously in a number of disaster-affected areas, including South Tapanuli, Central Tapanuli, North Tapanuli, and Sibolga City.
The Minister of Home Affairs detailed, together with the Minister of the COVID-19 Task Force, the government had laid the first stone for 298 housing units in South Tapanuli, 200 units in Sibolga, 103 units in North Tapanuli, and 118 units in Central Tapanuli. Meanwhile, for Aceh, the total construction reached 1,000 housing units, consisting of 500 units in Aceh Tamiang and 500 units in North Aceh.
"For Aceh, there are already 1,000 units. Other regions have not reached that figure because of land readiness. As long as the land is ready, the government will move," said the Minister of Home Affairs.
In addition to the development of huntap, the Minister of Home Affairs also asked all local governments to accelerate the data collection of light and medium damaged houses, so that affected communities immediately receive home repair assistance and do not linger in the refugee camps.
