New Tax Revenue Reaches 78.7 Percent until November 2025
The Ministry of Finance (Kemenkeu) recorded that as of November 30, 2025, the realization of tax revenue amounted to Rp. 1,634.4 trillion or equivalent to 78.7 percent of the outlook for the first half of 2025 which was targeted at Rp. 2,076.9 trillion.
This means that with the tax revenue achievement as of November 30, 2025, the government still needs to collect an additional IDR 442.5 trillion in order for the outlook target to be achieved.
Minister of Finance Purbaya Yudhi Sadewa emphasized that tax revenue still plays a major contributor in the state's revenue structure.
"With the acceptance of taxation remaining the main contributor," he said in a press conference on the 2025 December edition of the APBN KiTa, Thursday, December 18.
On the other hand, the realization of customs and excise revenue was recorded at Rp269.4 trillion or 86.8 percent of the outlook of Rp310.4 trillion, while non-tax state revenues (PNBP) reached Rp444.9 trillion, equivalent to 93.2 percent of the outlook of Rp477.2 trillion.
In total, state revenues until November 2025 reached Rp2,351.5 trillion or 82.1 percent of the outlook of Rp2,865.5 trillion.
Meanwhile, state spending until the end of November 2025 was realized at Rp2,911.8 trillion, or 82.5 percent of the outlook for the first half of 2025 of Rp3,527.5 trillion.
The realization of state spending per November 2025 consists of central government spending recorded at Rp. 2,116.2 trillion or 79.5 percent of the outlook of Rp. 2,663.4 trillion, while the Regional Transfer (TKD) reached Rp. 795.6 trillion or 92.1 percent of the outlook of Rp. 864.1 trillion.
"With this development, the state budget deficit was recorded at Rp560.3 trillion or 2.35 percent of GDP. This is still within the managed limit," he said.
Thus, the primary balance of the State Budget was recorded at a deficit of Rp82.2 trillion, or 74.8 percent of the deficit outlook of Rp109.9 trillion.
