APBN Records a Deficit of IDR 560.3 Trillion as of November 2025
JAKARTA - Finance Minister Purbaya Yudhi Sadewa reported that the State Budget (APBN) deficit as of November 30, 2025 reached IDR 560.3 trillion or equivalent to 2.35 percent of the Gross Domestic Product (GDP).
The deficit target for this year is 2.78 percent of GDP.
"The state budget deficit recorded Rp560.3 trillion or 2.35 percent of GDP is still within the managed limit in accordance with the design of our state budget," he said in a press conference on the KITA state budget, Thursday, December 18.
In terms of state revenue, total receipts as of the end of November 2025 were recorded at Rp2,351.5 trillion or 82.1 percent of the year-end projection of Rp2,865.5 trillion.
"Until November 30, 2025, the realization of the State Budget shows a performance that has been maintained, state revenues have reached Rp. 2,351.5 trillion or 82.1 percent of the outlook with tax revenue remaining the main contributor," he explained.
In addition, the realization of state revenues as of November 2025 is 5.99 percent lower than the same period in the previous year which reached Rp. 2,492.5 trillion.
He detailed that the realization of state revenue as of November 2025 consists of tax revenue of IDR 1,903.9 trillion or 79.8 percent of the 2025 outlook and non-tax state revenue (PNBP) reaching IDR 444.9 trillion or 93.2 percent of the outlook.
Meanwhile, the realization of state expenditures as of November 2025 has reached Rp. 2,911.8 trillion or around 82.5 percent of the total outlook for 2025 of Rp. 3,527.5 trillion.
In addition, the realization of state expenditures as of November 2025 is 0.59 percent higher than the same period in the previous year which reached IDR 2,894.5 trillion.
"On the side of the realization of state expenditures reached Rp. 2,911.8 trillion or 82.5 percent of the outlook and this reflects government spending that continues to be directed to maintain the momentum of economic growth in supporting priority programs," he said.
Purbaya added that the realization of state expenditures per November 2025 consisted of central government expenditures recorded at Rp. 2,116.2 trillion and Regional Transfers (TKD) reached Rp. 795.6 trillion.
Overall, he continued, the realization of the State Budget shows careful management in maintaining fiscal discipline in the midst of global dynamics.
"The primary balance recorded a deficit of IDR 82.2 trillion, which shows prudent fiscal management in the midst of various global challenges," he explained.
