Reject PP UMP 2026, Banten-DKI-Jabar Workers Will Demo the Palace

JAKARTA - Workers from Banten, DKI Jakarta, and West Java ensure that they will continue to hold a demonstration at the Presidential Palace in Jakarta on Friday, December 19. This action is a form of rejection of the Government Regulation (PP) on the Minimum Provincial Wage (UMP) 2026 which is considered to still leave many uncertainties.

The President of the Indonesian Workers' Confederation (KSPI) Said Iqbal said the decision for the action had been confirmed by workers from three provinces even though the government had issued the PP Pengupahan.

"I just got information, workers from Banten, DKI, and West Java still plan to take action on Friday at the Palace," he said in a statement on Thursday, December 18.

Iqbal explained that there were two main reasons behind the action plan. First, the rejection of the PP Pengupahan because workers felt they did not get a detailed explanation of the substance of the new rules.

Second, workers urge the governor not to change or delete the recommendations of the regional/city Wage Council, especially regarding the amount of certain indices or alpha in the calculation of wage increases.

"This morning they confirmed that they would still carry out the action. Workers demand that the recommendations of the Wage Council be respected and not changed," said Iqbal.

KSPI, continued Iqbal, has instructed all its ranks in the region to closely monitor the governor's steps in determining the 2026 UMP. Labor concerns arise due to the potential for changes in the value of the alpha index, which was previously recommended by the Wage Council.

"The information, West Java uses an index of 0.5, DKI Jakarta 0.7, although the workers are fighting for an index of 0.9. This is what we monitor and monitor," he explained.

In addition to national action, KSPI also asked workers in the region to hold demonstrations at their respective provincial government offices (pemprov). This step is taken to escort the determination of wages to match the aspirations of workers.

"Workers must go down and escort the wage determination at the governor's office," added Iqbal.

Iqbal emphasized that KSPI rejected the PP UMP 2026 because workers were not involved intensively in the discussion. In addition, the rules are considered to have not explained in detail the mechanism of remuneration and the definition of decent living needs (KHL) which are considered to be detrimental to workers.

Previously, President Prabowo Subianto had signed the PP Pengupahan which contained the formula for increasing the UMP to the minimum wage of the district/city sector (UMSK). Minister of Manpower Yassierli said the president had considered the aspirations of various parties before setting the policy.

"The formula for wage increases that was decided was inflation plus economic growth multiplied by the alpha index, with an alpha range of 0.5 to 0.9," Yassierli said in an official statement, Tuesday, December 16.

Alfa is an index that reflects the contribution of labor to economic growth in provinces and regencies/cities. With this scheme, the amount of minimum wage increases will be different in each area according to the decision of the Regional Wage Council.

PP Pengupahan also stipulates that the governor must determine the UMP and can determine the UMK, and must determine the UMSP and can determine the UMSK. For 2026, the determination of the amount of wage increases must be carried out no later than December 24, 2025.
