Cooperative Bill Proposed as National Cooperative System Law
JAKARTA - The draft Law on Cooperatives (RUU) is again strengthening as a priority agenda ahead of the plenary session of the Indonesian House of Representatives early next year.
The government through the Ministry of Cooperatives (Kemenkop) proposes that the regulation is no longer in the form of a revision, but becomes a new National Cooperatives System Law.
This proposal is considered important to provide a comprehensive foundation for the direction of Indonesia's economy based on mutual cooperation.
"This (the Perkoperasian Bill) will be submitted as a new law related to the National Cooperative System," said Minister of Cooperatives (Menkop) Ferry Juliantono, Wednesday, December 17.
He added that the impetus for the acceleration of the enactment of this new Cooperatives Law was strengthened in line with the government's steps to accelerate the transformation of cooperatives to the village, including the President's target to form 80,000 Red and White Village/Subdistrict Cooperatives (Kopdes/Kel).
Currently, the legislative process has entered the stage of inventorying problems or the Problem Inventory List (DIM) by the government, after the House of Representatives had completed a series of agendas ranging from in-depth material, kick-off meetings, to Focus Group Discussions with national cooperative forums.
"The Ministry of Cooperatives, Industry, and Entrepreneurship will accelerate the inventory of problems by partnering with the cooperative movement, academics, and in early January 2026 we will complete the process," he said.
Regarding legislation, Ferry ensured that the Perkoperasian bill, which has been undergoing the discussion process, will be thoroughly changed, including the addition of a special chapter that regulates Kopdes/Kel Merah Putih.
Therefore, he assessed that if the Perkoperasian Bill is later called the National Cooperative System Law because it covers all clusters, cross-ministries, regions, and cooperative movements.
