Government Hospital Plays the Price of Procurement of Medicines, Minister of Health: I Audit

JAKARTA - Health Minister Budi Gunadi Sadikin asked the regions to settle the procurement or purchase of drugs for regional general hospitals (RSUD) in the provinces, districts and cities in Bengkulu.

He emphasized that this must be done if the government hospital finances in Bengkulu are to be healthy.

"I told (the problems I had) the Ministry of Health hospital. How can RSCM, Hasan Sadikin and Sardjito buy paracetamol at twice the price, albumin is twice the price," he said in Bengkulu, Wednesday, quoted by Antara.

He explained that the purchase of medicines and other pharmaceuticals that were much higher than the actual price was one of the burdens on the hospital's finances and eroded its income.

"So now I am auditing all of the spending, Mr. (Deputy Governor of Bengkulu) if you want it, 10 hospitals, Mr. (healthy), watch out, then BPKP will help watch out. The same drug spending from the same vendor can double the price depending on how big the kickback they give, it has been settled first," he said.

Therefore, according to him, the purchase of drugs must be really monitored to match the price that should be, so that the hospital's finances can be healthier.

"(Another example) buying tools alone can be different DAKs, buying a Cath lab for the first time Rp18 billion, I asked the private sector, it turned out to be Rp12 billion. I asked how it could be different, oh sir, it's a different spectrum, the spectrum is like an iPhone that has a case, it doesn't have a case, it can be different Rp6 billion," said Budi Gunadi.

Finally, he said he could get the device for Rp8 billion at once with a 10-year warranty.

"Rp8 billion out of 18 billion, the price in the e-catalog is the most corrupt price, the highest everywhere, so Mr. don't believe buy according to the e-catalog price, it is definitely corruption. Because the price needs to be with the wrong margins and Mr. Prabowo doesn't like that," he said.

Apart from the issue of purchasing medicines, he also reminded the RSUD to improve governance so that it grows healthier.

In addition, the RSUD must ensure the mapping of service units, ensure productivity according to performance targets, and also run optimally to provide health services to the community while providing much healthier income.

He reminded the regional government not to "take money" from hospitals for the benefit of outside hospital needs, because this would burden the productivity and services of hospitals.

"So I'm going to give it to the Regent, Mr. Governor, know that public health is getting better (with optimal services) the community will definitely choose you again (in the election) the health is high for electability. Finally, the money they don't take Pak, let the money come back here, be used to be in it, make the hospital profitable, not me capitalist," he said.

However, he said, this advantage could improve the quality of hospital health services, even to provide BPJS subsidies for patients in need.

"Use it for BPJS subsidies, Mr. If you are profitable, for example, Rp. 17 billion, Rp. 5 billion is used for BPJS patient subsidies who are unable to afford it, but the complex that is not included in the BPJS cost calculation, that is a subsidy," he said.
