Narapidana KDRT Case Found Dead in Ruteng Prison

MANGARAI - Head of the Public Relations Section of the Manggarai Police, AKP Putu Saba Nugraha, stated that a prisoner (napi) with the initials HM (25) was found dead in the quarantine cell of the Class IIB Ruteng Penitentiary (Lapas), Manggarai Regency, East Nusa Tenggara (NTT).

"At the scene, no signs were found that led to a criminal act," said Putu, quoted by Antara, Wednesday, December 17.

He added that the chronology of the incident began on Sunday (14/12) at around 06.30 Wita, a handover and shift of the Ruteng Class IIB Prison guard shift was carried out.

When the quarantine cell block A room 02 was checked, which was inhabited by the victim alone, the officers found the cell door closed from the inside using a triple bed.

Feeling suspicious of the condition, he continued, the officers then opened the cell door and found the victim in a position hanging on the ventilation of the cell room using a sarung cloth that was commonly used by the victim.

"The incident was immediately reported to other guards and was later reported to the Manggarai Police," he said.

Furthermore, the SPKT picket personnel of the Manggarai Police, led by Pamapta I Aiptu Ari Erong, together with the identification members, visited the scene to carry out the crime scene investigation (TKP).

Based on the results of the crime scene investigation, he said, it showed that the victim was found hanging on the ventilation of the trali with a height of about 140 cm from the floor inside the cell.

The victim used a sarung cloth and on the victim's neck was found a cloth wrap, the tongue protruding and bitten, and fluid came out of the nose.

The victim's body was then taken to Ruteng Hospital for a visum by dr. Maria Patricia Marisstella. The results of the visum stated that there were no signs of violence on the victim's body.

"The victim was declared dead due to respiratory obstruction due to the cloth around the neck," he said.

It is known that the victim since November 2, 2025 was transferred from cell Block D Room D4 to a quarantine cell because he often threatened and beat his fellow cell residents.

The victim is a prisoner with Registration Number of Case B.P-53/2019 in the case of Domestic Violence (KDRT) with a prison sentence ending on February 20, 2027.

Since 2022, victims have often complained of mental health disorders in the form of auditory hallucinations.

The Ruteng Class IIB Prison had taken the victim to the Ruteng Health Center, and based on the results of the medical examination, the victim was diagnosed with schizophrenia. The victim has received periodic medical treatment and assistance.

"However, in March 2025 the victim again experienced health problems with complaints of headaches, difficulty sleeping, and hearing whispers. Although he has been given treatment, the victim's condition has not shown significant changes so that in November 2025 the victim was again placed in a quarantine cell until he was finally found dead," he said.

Meanwhile, based on the results of the crime scene investigation and medical examination, the victim's family stated that they accepted the incident as fate and refused to be autopsied and did not demand legal proceedings.

The rejection was stated in a written statement signed by the victim's biological father, and witnessed by two family representatives.

"The victim's body was then taken to his hometown in East Manggarai Regency, to be buried while waiting for a family agreement regarding the funeral procession," he said.
