Minister of Home Affairs Urges Papua Development Plan to Be a Reference for Regional Heads
JAKARTA - Minister of Home Affairs Muhammad Tito Karnavian appealed for the Papua Development Acceleration Action Plan (RAPPP) for 2025-2029 to be a reference for regional heads in the Papua region in drafting the Regional Government Work Plan (RKPD).
Tito said the presence of RAPPP had opened up space for input from regional heads regarding steps to accelerate Papua's development.
"Please, Governor, Regent, Mayor, can you give feedback. Is there anyone who disagrees, someone who doesn't agree, someone who agrees or a new idea," said the Minister of Home Affairs at the Launch of the RAPPP 2025-2029 at the National Development Planning Ministry (PPN)/National Development Planning Agency (Bappenas) Office, Jakarta, Tuesday, December 16 reported by ANTARA.
Tito explained that the input from the regional heads was important considering that not a few of them were newly appointed officials. Meanwhile, the preparation of the RAPPP document previously involved old officials, so it was necessary to gather input again.
"We don't want this program [to be] a top-down design program, sometimes a top-down program is not necessarily suitable for the situation in each region," he said.
Therefore, the Minister of Home Affairs emphasized the need to provide an understanding of the important points of the RAPPP to the heads of regional governments throughout Papua. Thus, the regional heads can provide various inputs to the document.
On the other hand, the Minister of Home Affairs appreciated the launch of the RAPPP 2025-2029 which was initiated by the Ministry of PPN/Bappenas. Efforts to accelerate the development of Papua require synchronization between the central and regional governments.
"We express our highest appreciation to the Minister of PPN/Head of Bappenas and the team who have worked hard on this design," said Tito.
This document will also serve as a reference for the Executive Committee for the Acceleration of the Development of Special Autonomy for Papua in overseeing development.
"Therefore, the President wants there to be one instrument for him to oversee the implementation of the program's tasks on the ground," said the Minister of Home Affairs.
He explained that the formation of the committee was a form of the government's commitment in encouraging the acceleration of development in Papua.
The Minister of Home Affairs also explained the various government efforts to accelerate development in Papua, one of which is through the establishment of a New Autonomous Region (DOB) in the Papua region.
