Minister of Home Affairs: Central-Regional Synchronization Accelerates Papua Development

JAKARTA - Minister of Home Affairs Tito Karnavian emphasized the importance of synchronization and harmonization of programs between the central government and six provinces in Papua to accelerate development in the region.

"Often, ministry and agency programs are not connected and are not even known by regional heads, whether governors, regents, or mayors," said Tito, quoted by ANTARA, Tuesday, December 16.

This was conveyed by Titodalam the Launch of the Action Plan for the Acceleration of Papua Development (RAPPP) 2025-2029 at the National Development Planning/National Development Planning Agency (PPN/Bappenas) Office, Jakarta.

Tito emphasized the three main tasks of the Executive Committee for the Acceleration of the Development of Special Autonomy for Papua, namely to synchronize and harmonize programs, supervision, and evaluation optimally. This step is in line with President Prabowo Subianto's direction who wants the acceleration of Papua's development to be realized immediately.

In the execution stage, Tito wants the Papua Special Autonomy Development Acceleration Executive Committee to be able to organize and coordinate ministerial and institutional (K/L) programs at the central level so that they are compatible with the development needs in Papua.

Tito explained that the socio-historical condition of Papua which does not have an internal unifying power among the indigenous people of Papua, coupled with the difficult terrain to reach, is the main factor in the development gap. This situation, according to him, requires an accelerated approach to planned and coordinated development.

He gave an example that the failure of the central program often occurred due to the lack of support for the continuation of the program from the local government.

"For example, the central government builds dams, but irrigation that should be built by the province is not done. In the end, the dam only becomes a water reservoir and does not irrigate the rice fields," he said.

Tito understands that this inconsistency is often influenced by the differences in political promises of each regional head.

Therefore, he suggested that the implementation mechanism of the RAPPP 2025-2029 should open feedback space for regional heads in Papua so that central and regional programs can be effectively coordinated.

"This grand design is expected to be not top-down. It is necessary to open common interest for regional heads, so that the interests of the center and the regions complement each other, including between provinces and districts/cities," said Tito.

In addition to harmonizing programs, Tito also asked the Papua Special Autonomy Development Acceleration Executive Committee to periodically monitor local governments that experience obstacles in carrying out the acceleration agenda.

"It needs to be monitored. If it doesn't work, what's the problem. If it works, how much percent. After that, an evaluation is carried out on the obstacles encountered," he said.

Tito proposed that evaluations be carried out every three or four months. If there is no significant improvement, the results of the evaluation will be monitored directly by the President, and it is possible to intervene if necessary.

The Minister of Home Affairs emphasized that the acceleration of development in Papua must be felt directly by the community. He alluded to the case of the death of a pregnant woman, Irene Sokoy, and her baby after being rejected by four hospitals in Papua while in critical condition.

"On this occasion, I would like to convey that regional heads in Papua can submit additional budgets. But the most important thing is how to ensure that the budget really flows down," he said.

For information, the Papua Special Autonomy Development Acceleration Executive Committee is a non-structural institution formed to harmonize the acceleration development program in Papua and legalized through Presidential Decree Number 110/P Year 2025.
