Four Bali DPRD Fraksi Support Land Function Transfer Control Regulation

DENPASAR - The four factions in the Bali DPRD are compact in appreciating and supporting the steps of the Governor of Bali Wayan Koster in proposing the Regulation on the Control of the Transfer of Productive Land Functions and the Prohibition of Land Ownership by Nominee.

"The presence of the Bali Provincial Regulation on the Control of the Shifting Function of Productive Land delivered by the governor deserves appreciation, and at the same time proves that there are more and more rows of regulations related to land protection," said member of the Gerindra-PSI Faction of the Bali DPRD Grace Anastasia Surya, Tuesday, December 18.

However, what needs to be noted is the number of regulations that already exist but the fact is that the control of the transfer of productive land functions has not been running optimally.

According to the Gerindra-PSI Faction, if the Bali Provincial Government wants to control the transfer of productive land functions, it must be accompanied by the creation of a Protected Rice Field Map (LSD) in the Spatial Plan (RTR) as an area that must be protected.

Because what has happened so far there are strong indications that there are still wide differences in protected rice fields with conditions in the field that have changed functions.

Then regarding the Prohibition of Transfer of Land Ownership by Nominee, Grace questioned what legal reference the Bali Provincial Government used as a legal basis to regulate the nominee ban.

Member of the Golkar Faction of the Bali DPRD I Nyoman Wirya also expressed support for this raperda to continue to be discussed, but with a number of notes.

"If the purpose of this raperda is to increase the prosperity and welfare of the community, especially farmers, then we Golkar Faction want a study, report, and evaluation of this matter so that clear and concrete data can be obtained," he said.

The Council wants the Regulation on the Control of the Transfer of Productive Land Functions and the Prohibition of Transfer of Land Ownership by Nominee to regulate more clearly regarding the provision of incentives and disincentives and add a scheme for renting productive land.

Furthermore, the member of the PDIP Faction of the Bali DPRD, Anak Agung Istri Paramita Dewi, also said that he agreed to regulate the transfer of land functions in order to maintain sovereignty and the sustainability of living space for the community.

The Council is aware that the phenomenon of land functional conversion, including land ownership practices through nominees, cannot be separated from the pressure of economic needs, especially for land owners, rising living costs, and limited access to capital and economic protection, so they want the Bali Provincial Government to be firm. We regulate this.

"These conditions cannot be justified, especially against the practice of nominee and uncontrolled land function transfer, therefore this raperda must be placed as a legal instrument that is not only firm in control and enforcement, but also presents fair economic protection and solutions, so that the community is no longer forced to give up their productive land," he said.

Support for controlling land function shifts also came from the Democratic-Nasdem Faction of the Bali DPRD who saw the massive land function shift as a result of tourism progress, where during 2019-2025, 4 thousand hectares of rice fields were converted to other sectors.
