New Permendag Issued, 35 Percent of Distribution of Minyakita Must Be Through SOEs

JAKARTA - Trade Minister Budi Santoso officially issued the Minister of Trade Regulation (Permendag) Number 43 of 2025 concerning Palm Oil Cooking Oil Packaging and People's Cooking Oil Management.

One of the things regulated in the policy is that at least 30 to 35 percent of the distribution of Minyakita is carried out through the Food SOEs.

The Permendag was established on December 9, 2025, promulgated on December 12, 2025, and will be valid 14 days after promulgation. This means that the new rules will be valid at the beginning of 2026.

Budi said the government believed that the efficiency in the distribution of this people's oil would further encourage the formation of prices in accordance with the Maximum Retail Price (HET) of Minyakita to support the stability of cooking oil prices.

"The government will strengthen the distribution of Minyakita through state-owned enterprises (SOEs) because it has been proven to be able to maintain the selling price in accordance with HET. Permendag Number 43 of 2025 will help realize the efficiency of this distribution," said Budi in an official statement, Tuesday, December 16.

Budi said that strengthening the role of SOEs as distributors of Minyakita is one of the points for improving the people's cooking oil policy contained in the regulation provisions in Permendag Number 43 of 2025.

"This effort is to ensure that distribution runs faster and is coordinated, so that the price of Minyakita can be maintained according to HET in various regions," he said.

In addition to strengthening the role of SOEs as distributors, Permendag Number 43 of 2025 has strengthened the regulation of prioritizing the distribution of Minyakita in the people's market. The focus is on strengthening the people's market as the main distribution channel.

Budi said ensuring the availability of Minyakita in the people's market is important considering that the people's market is a barometer of supply and prices, as well as an easily accessible place for consumers.

"The distribution of Minyakita to the people's market is carried out so that the public can more easily get quality cooking oil at affordable prices. The people's market itself is a barometer of the national economy. The people's market is an object for measuring the level of economic growth, the development of inflation, and the availability of basic necessities (bapok)," said Budi.

In terms of supervision, the government has tightened law enforcement to prevent and reduce violations and speculative efforts that can disrupt supply and price stability.

One of the options for strengthening regulations in this revision of the Permendag is the imposition of administrative sanctions in the form of freezing the issuance of export approvals, freezing export approvals, and/or freezing accounts on the Ministry of Trade's Crude Oil Information System (Simirah) for those who are proven to have violated the provisions.

These programs, among others, are strengthening the policy of implementing the Government's Food Reserve; meeting the needs of micro, small, and medium enterprises (MSMEs) and pre-prosperous communities; and can be directed towards the development of Red and White village/neighborhood cooperatives.

Permendag Number 43 of 2025 was compiled based on a comprehensive study by the Trade Policy Agency of the Ministry of Trade through an analysis of Regulatory Impact Assessment (RIA) and strengthened by academic studies in collaboration with the academic community.

The preparation of the Permendag includes input from practitioners and academics. The harmonization process of regulations has also been carried out by the Ministry of Law together with related ministries and agencies on 25 and 27 November 2025.

"This revision is not something we do ourselves, but is formulated together, prepared based on studies, and accompanied by input from various parties. With this new rule, we strengthen the certainty of the supply and affordability of Minyakita for all people," said Budi.
