BANDUNG - West Java DPRD member Doni Maradona Hutabarat reminded West Java Governor Dedi Mulyadi that every policy issued must be based on a thorough study, both in terms of social, economic, and fiscal capacity of the region, Thursday, December 11.

Doni assessed that an important study must be carried out so that the government knows the potential impact of a policy before it is implemented, including mitigation measures as well as management and operational schemes in the field.

One of the policies that became the focus of attention was the plan to replant critical land in West Java, including the idea of replanting PT Perkebunan Nusantara (PTPN) land that is currently planted with vegetables into tea gardens.

"I hope the government will issue a policy that the idea is not limited to him (Dedi Mulyadi) alone and then conveyed to the public. It is not to make it difficult, but one policy issued by the government if it fails, many people are harmed," said Doni in Bandung, Antara, Sunday, December 14.

Policy studies must also consider budget availability because in the end it will have an impact on the fiscal strength of the region.

He gave an example, during his leadership of West Java, Dedi Mulyadi several times issued policies that did not have a budget position in the West Java Regional Revenue and Expenditure Budget (APBD).

"In fact, the Provincial Government should carry out the use of the budget in accordance with the APBD that has been determined and agreed upon with the West Java DPRD. In fact, there are several policies that are not like that," he said.

One example that Doni presented was the policy of closing mines in Bogor Regency, which was followed by the provision of compensation to affected residents of Rp. 9 million for three months, namely the period from November 2025 to January 2026.

With the number of affected residents reaching 9,300 people based on related service data collection, the total compensation that the West Java Provincial Government must pay is almost Rp. 90 billion or around Rp. 83.7 billion. However, according to Doni, the budget is not included in the APBD.

"The governor's answer at the plenary meeting was that the budget used Unforeseen Costs (BTT) and just asked for the approval of the Ministry of Home Affairs," he said.

Doni assessed that the use of BTT must be adjusted to the year of the event. Thus, the compensation should be settled in 2025. However, based on the data he has, the payment of compensation has only been realized by about 40 percent for one month.

"If it is completed next year, it will not include unexpected costs, because the incident occurred the previous year," he said.

Therefore, Doni reminded that the policy of reforestation and replanting tea gardens did not lead to similar problems.
