Sitting on the case of the fatal beating of Eagle Eye in Kalibata

JAKARTA - A total of six police officers were named suspects in the beating that killed a debt collector in front of the Kalibata Heroes Cemetery (TMP) Park, South Jakarta, Thursday, December 11. They were charged with Article 170 paragraph (3) of the Criminal Code and an ethical trial with the threat of dismissal.

Six members of the Headquarters Service Unit (Yanma) at the National Police Headquarters (Mabes) were officially named as suspects in the beating case which resulted in the loss of someone's life. The victim who died was known to be a debt collector operating in the TMP Kalibata area, South Jakarta.

The determination of the suspects is the first step of two legal processes that will be faced by the perpetrators. In addition to facing criminal investigations in the public justice sector, the six members of Yanma were also immediately dragged to a trial of the Police Code of Ethics Commission (KKEP) which could lead to severe sanctions, including dismissal from the police institution.

Head of the Public Information Bureau (Karo Penmas) of the Public Relations Division of the National Police, Brigadier General (Brigjen) Police Trunoyudo Wisnu Andiko explained that the commitment of the National Police to thoroughly investigate this case was realized through a dual process, namely criminal and ethical which runs simultaneously.

Trunoyudo announced that the ethics hearing for the six suspected violators was scheduled to take place on Wednesday (17/12/2025). The decision to accelerate this ethics trial was taken after the Police Professional and Security Division (Propam) and investigators found sufficient initial evidence of serious violations committed by active members of the police.

"The National Police is committed to seriously uncovering every criminal case without discrimination, including those involving our own members. We ensure that the process will run transparently, professionally, and proportionally in accordance with applicable laws," said Trunoyudo in his official statement in Jakarta.

Criminally, the suspects are charged with layered articles that refer to collective acts of violence. They are charged with Article 170 paragraph (3) of the Criminal Code (KUHP). This article specifically regulates acts of violence against people or goods that are carried out together in public and result in the death of the victim.

"The threat of criminal punishment for this article is considered heavy, namely up to 12 years in prison," he added.

On the other hand, the violations committed by the six members were categorized as serious violations in the context of the code of ethics of the Indonesian National Police profession.

Brigjen Pol Trunoyudo explained that the six members of the National Police with the initials Brigadier IAM, Bripda JLA, Bripda RGW, Bripda IAB, Bripda BN, and Bripda AM have been proven to have violated Article 17 paragraph (3) of the National Police Regulation (Perpol) Number 7 of 2022 concerning the Code of Ethics of the Profession and the Code of Ethics Commission of the National Police.

The article underlines the prohibition for every member of the police to carry out actions that are tainted by personal interests or those of other parties that ultimately have the potential to have legal implications, both for the police institution and for the wider community.

"The self-judgement action taken by the Yanma members is considered to have tarnished the image and damaged public trust in the institution," he said.

The consequences of this serious violation are very serious. In addition to disciplinary sanctions, the six members of Yanma were also charged with the Criminal Code Article 13 paragraph (1) of Government Regulation Number 1 of 2003 concerning the Dismissal of Polri Members in conjunction with Article 8 letter C. This legal provision opens the greatest opportunity for them to be sentenced to dishonorable dismissal (PTDH) or dismissal from the Bhayangkara Corps.

Based on the official release from the National Police, the six members of the Yanma who have been named suspects in this beating case consist of various ranks. They are Brigadier General IAM, followed by five members with the rank of Brigadier, namely Brigadier JLA, Brigadier RGW, Brigadier IAB, Brigadier BN, and Brigadier AM. All of them are active members of the National Police Headquarters service unit (Yanma).

Chronology of the incident The tragic incident of beating occurred on Thursday (11/12/2025) at around 15.45 WIB. The location of the incident was in the parking area located in front of the TMP Kalibata complex, South Jakarta.

According to information provided by Brigjen Pol Trunoyudo, the Pancoran Police received a report from the community regarding the alleged beating of two men. Both victims are suspected of being debt collectors who were carrying out vehicle withdrawal duties.

When the police arrived at the scene, one victim was found dead, while the other victim suffered serious injuries and was immediately rushed to the nearest medical facility for help.

The initial findings involving the death of the victim immediately prompted investigators to conduct an in-depth investigation. A series of crime scene examinations (TKP) was carried out intensively and followed by the collection of information from a number of eyewitnesses at the location, as well as the seizure of various relevant evidence.

The results of the investigation and the initial identification process found strong indications that this violent incident involved a number of members of the National Police who were serving in the Yanma unit of the National Police Headquarters. Their involvement was then strengthened through the results of the follow-up examination carried out collaboratively by the investigative team and Propam.

Based on valid evidence and the results of the examination, investigators officially named the six police officers as suspects in a short time.
