Minister Of Home Affairs Issues SE Budget Shiftation In Disaster Areas

JAKARTA - Minister of Home Affairs Muhammad Tito Karnavian issued Circular (SE) Number 900.1.1/9772/SJ concerning the Use of Central Government Assistance and Regional Government Financial Assistance as well as Budget Shiftments in Disaster Area Regional Budget.

In the letter, the Minister of Home Affairs emphasized that financial assistance from the central and regional governments can be used to meet basic needs, health and education services, to basic facilities and infrastructure.

Based on information obtained in Jakarta, Friday, the letter also detailed various needs that included the three components.

"Restaurants and temporary shelters, such as tents, tarpaulins, mattresses, rope mining," wrote the Minister of Home Affairs regarding one of the basic facilities and infrastructure that needs to be considered in disaster-affected areas as reported by ANTARA, Friday, December 12.

The letter addressed to regional heads in Aceh, North Sumatra and West Sumatra was signed by the Minister of Home Affairs on Thursday, December 11, 2025.

The SE provides guidelines to local governments affected by the disaster in using financial assistance from the central government and other local governments.

In addition, the letter also regulates the mechanism for shifting the budget in the APBD to accelerate disaster management.

This SE was issued to ensure budget support can be immediately used properly, accountably, and in accordance with the needs in the field.

Furthermore, for local governments that still determine emergency response conditions, the use of aid can be budgeted on Unexpected Expenditures (BTT) through direct loading with a number of stages regulated in the letter.

When the emergency response condition has ended, the use of assistance from the central government and other regional governments is budgeted for in the relevant Regional Apparatus Work Unit (SKPD), in accordance with its authority in programs, activities, and sub-activities, as well as shopping account codes related to the stages regulated in the letter.
