Regarding Investigation, Deputy Minister Of Law And Human Rights Calls Immigration Officers Must Coordinate Police

Deputy Minister of Law (Wamenkum) Edward Omar Sharif Hiariej emphasized that Immigration officers must coordinate with the Indonesian National Police (Polri) in carrying out their functions.

He said that as a state civil servant (ASN), there are three functions that will be carried out by graduates from the immigration department, namely as a facilitator for legal development, supporting investigators, and secondary investigators.

"You have to coordinate with the National Police as the main investigator or investigator," said the man who is familiarly called Eddy when giving a scientific oration at the Open Senate Session of the Indonesian Protective Polytechnic IV Youth Association (Poltekpin) in 2025 in Depok, West Java, Thursday, December 11, as quoted from a statement confirmed in Jakarta, Friday, confiscated by Antara.

However, he reminded that this was not in order to expand or make the National Police a super power, but to position the function of the National Police as a professional and proportional law enforcer.

Eddy said that ASN who supervise foreigners will face challenges because Indonesia's very broad coastline is added to the limited number of personnel.

If you carry out surveillance by air it is very easy. But if you go by sea, you should know that Indonesia is the country with the second largest coastline in the world after Canada," he said.

Meanwhile, for graduates who come from the correctional science department, said Eddy, the new Criminal Code (KUHP) will provide the status of law enforcers to social guides.

He said the provisions in the law were carried out based on the principle of functional differentiation which focuses on the function of investigation of the Police, prosecution of prosecutors, judges in courts, advocates in charge of balancing cases professionally and proportionally, as well as community supervisors who are tasked with fostering convicts or convicts.

He also mentioned that the government has provided instruments, one of which is in the form of a Government Regulation (PP) on Criminal Commutation as a derivative rule of Law Number 1 of 2023 concerning the Criminal Code, which will take full effect on January 2, 2026.

"This refers to the National Criminal Code which will unravel the excess capacity in correctional institutions (prisons). But that doesn't mean your duties are mild, it doesn't mean you don't have a duty, because the duties of the brothers and sisters change from prison to prison (prison)," said Eddy.

Therefore, he said the graduation momentum was crucial because it occurred less than a month before Indonesia began to enforce new criminal law instruments through the National Criminal Code, which would make paradigm changes very basic.

On this occasion, as many as 644 Poltekpin students from the Ministry of Law (Kemenkum) were officially graduated. The Head of the Legal Human Resources Development Agency (BPSDM) of the Ministry of Law Gusti Ayu Putu Suwardani explained that 644 graduates this year consisted of 350 graduates majoring in prison science and 294 people majoring in immigration.

Ayu said that to realize ASN that is ready to advance and competitive, Poltekpin implements educational programs and Tri Dharma Universities that are synergistic in three activity programs, namely teaching, training, and parenting.

He explained that teaching is an effort to provide universal basic knowledge, which supports the subject matter groups of their respective professional expertise.

Meanwhile, he said, training is an effort to provide practical skills and professional skills, as well as develop healthy physical development, be equal and have high durability.

He added that parenting is in the form of an effort to establish character as a foundation for personality formation, including planting discipline, values, norms, and ethics in the context of forming the personality of leadership cadres.

"The heavy points are in the mental aspects of fighting and broad insight, as well as community services and protectors," said Ayu.
