Need IDR 1.2 Trillion Funds To Complete Normalization Of The Ciliwung River 16 Km
BOGOR - The 33 kilometer (km) Ciliwung River Normalization leaves 16 km of homework.
Head of the Ciliwung River Basin Center (BBWS) Cisadane, Directorate General of Water Resources at the Ministry of Public Works, David Partonggo Oloan Marpaung, said the budget requirement to complete the project reached around Rp. 1.2 trillion.
"It turns out that building a 16 km embankment may take IDR 1.2 trillion," said David at Ciawi Dam, Bogor Regency, West Java, Thursday, December 11.
The normalization of the Ciliwung River was stopped in 2019 and will then be continued in 2026 with the target of completion at the earliest in 2028.
"Now thank God, it will be continued again and the plan for the normalization of the Ciliwung River will be completed in 2028," he said.
The normalization of the Ciliwung River aims to control flooding in Jakarta by restoring the river's natural function through dredging sedimentation, widening the flow and building supporting infrastructure such as embankments and inspection roads.
"The price of land in Jakarta is extraordinary, yes, at that time it was a Certificate of Ownership (SHM). Land acquisition, really, especially (the constraint of the Ciliwung River normalization project)," said David.
"But when there is a good collaboration, I think any problem if we both understand each other, the principle is the same, the direction is there, collaboration is faster," he continued.
On the same occasion, the Head of the Implementation Division of the Ciliwung BBWS Water Source Network, Cisadane Ferdinandto, explained that the normalization of the 16 kilometer Ciliwung River was divided into 6 work packages.
Here are the details:
1. Pengadegan Village along 460 meters: Single Year Contract (SYC) in 2026;
2. Kelurahan Kebon Baru, Bidara Cina, Cikoko, Cawang, Rajawali sepanjang 2.83 kilometer: Multi Years Contract (MYC) tahun 2026-2027;
3. Rawajati Village, East Pejaten, Cililitan, Balekambang 2.24 kilometers long: MYC 2026-2027;
4. Manggarai Village, Kebon Manggis, Bukit Duri, Kampung Melayu with a length of 4.4 kilometers: MYC in 2027-2028;
5. Rawajati Village, East Pejaten, Cililitan, Balekambang 2.12 kilometers long: MYC 2027-2029; and
6. Kelurahan Pejaten Timur, Tanjung Barat, Balekambang, Gedong sepanjang 4,11 kilometer: MYC tahun 2028-2029.

"Sebenarnya waktu kami bebaskan lahan itu belum tentu juga dengan adanya uang masyarakat mau pindah. Karena banyak juga warga di pinggir sungai itu merasa sudah tinggal di situ," tuturnya.
Karena itu, diperlukan kesadaran masyarakat bahwa menghuni sempadan sungai adalah tindakan berbahaya.
"Karena bukan cuma banjir, bisa jadi longsor. Karena di pinggir sungai bisa jadi longsor ya, tapi enggak banjir, dia tinggi (rumahnya) tapi karena di bawah itu (tanahnya) tergerus terus, akhirnya longsor, membahayakan," jelas dia.

"Actually, when we cleared the land, it was not necessarily the money that people wanted to move. Because many residents on the riverbank felt they had lived there," he said.
Therefore, public awareness is needed that the river border is a dangerous act.
"Because it's not just a flood, it could be a landslide. Because on the edge of the river it can be a landslide, but it's not a flood, it's high (the house), but because below it (the land) continues to be eroded, eventually landslides, endangers," he explained.
