Minister Of Home Affairs Instructs Regional Heads To Strengthen Firefighters In Their Regions

JAKARTA - Minister of Home Affairs Tito Karnavian has instructed regional heads throughout Indonesia to strengthen Fire and Rescue Units or Firefighters to serve the community more optimally.

The instruction was strengthened by the issuance of Circular (SE) Number 300.1.7/9757/SJ concerning Optimization of Fire and Rescue Tasks and Functions in Indonesia on December 11, 2025, addressed to governors and regents/mayors throughout Indonesia.

"According to the direction of the Minister of Home Affairs, this circular must be immediately followed up by all regional heads, in order to continue to strengthen the preparedness of the Satdamkarmat, mitigate the risk of fire, and also emphasize the priority of affirmation of the budget to optimize tasks and functions and quality according to service standards," said Director General of Regional Administration of the Ministry of Home Affairs Safrizal Zakaria Ali in a statement quoted by ANTARA, Thursday, December 11.

Safrizal conveyed that this SE consists of seven points of directional steps to the governor and five points of direction to the regent/mayor.

The steps contained in this SE are intended to accelerate the implementation of the duties and functions of the Satdamkarmat optimally throughout Indonesia.

One of the contents of the SE is to ensure that all regional policies and capacity strengthening are truly guided by the Fire and Rescue System Master Plan (RISPKP) as the main document requiring regions to have integrated fire prevention, preparedness and protection standards.

The seven points of steps for the governor are:

1. Encouraging the institutional strengthening of the implementation of fire sub-ordination at the provincial level by forming the Damkarmat Service independently at least type C and not joining other agencies.

2. Carrying out coaching and supervision of the Sera prioritizes the budget for Damkarmat services in districts/cities.

3. Formulate/confirm a regional regulation and regional regulation regarding the Master Plan for the Fire and Rescue System (RISPKP).

4. Implementing guidance, assistance and supervision of Damkarmat human resources in districts/cities.

5. Accelerate the formation of Fire Volunteers (REDKAR).

6. Optimizing the role of the Government Internal Supervisory Apparatus (APIP) in the task of supervising the implementation of Damkarmat duties and functions.

7. Submit a report on the implementation of this Circular to the Minister of Home Affairs through the Director General of Regional Administration Development.

Meanwhile, the points for steps for the regent/mayor are symmetric with points for the governor plus an emphasis on prioritizing the budget for. support the operational and infrastructure of the Damkarmat, namely:

1. Provision of Fire Sector Posts according to standards, namely 1 Post per sub-district within the Fire Management Area.

2. Procurement of Fire and Rescue Operational Vehicles, at least two units of cars per sector post.

3. Fulfillment of Personal Protective Equipment that is in accordance with standards for all Damkarmat officers.

4. Increase the capacity of Damkarmat human resources through the implementation of tiered technical training.

5. Increase the prevention of fires and awareness of the dangers of fires to the community through inspections of protection on buildings on a regular basis and education at large.

"In addition to local government officials, community participation is very important in preventing, mitigating and handling fires, for example making way for fire engines to pass is the simplest example, the Fire Fighting Volunteer Forum or Redkar is becoming very relevant today," said Safrizal.
