Yusril Encourages The Establishment Of A National Legislation Body To Overcome The Regulation Of Tumpang Tindih

JAKARTA - Coordinating Minister for Law, Human Rights, Immigration and Corrections (Menko Kumham Imipas) Yusril Ihza Mahendra assessed that the formation of the National Legislation Body was a strategic step that needed to be seriously considered to harmonize regulations that had often overlapped.

This was conveyed by Yusril at the Policy Recommendation Submission Meeting and the Signing of the Performance Agreement Adjustment in Jakarta, Monday, December 8.

"We need an institution that is able to harmonize, synchronize, and control the flow of regulation formation so as not to overlap," said Yusril in a confirmed message in Jakarta, Antara, Thursday, December 11.

He also highlighted the need to strengthen coordination in state litigation. If coordination is only carried out by the Ministry of State Secretariat, according to him, the driving force of litigation will be less strong.

Therefore, the coordinating ministry needs to play a strategic role so that litigation regarding the interests of the state runs more solidly. Yusril emphasized the need for structural changes through the revision of Law Number 12 of 2011 concerning the Establishment of Legislation, including strengthening the coordination function at the coordinating ministry level.

"The Coordinating Ministry can no longer only be an administrative facilitator. The coordination of legislation must be in the hands of the coordinating ministry to be more effective," he said.

Meanwhile, Deputy Coordinating Minister for Human Rights, Imipas Otto Hasibuan, assessed that all national legal issues should be coordinated firmly by the Coordinating Ministry for Human Rights, Kumham Imipas. He highlighted the lack of involvement of the Coordinating Ministry in the preparation of a number of crucial regulations, such as the revision of the Criminal Procedure Code and the Copyright Law.

"Strengthening coordination in all legal issues must be a priority. All legal issues involving the central government must be included in the coordination frame of the Coordinating Ministry," said Otto.

Secretary of the Coordinating Ministry for Human Development and Human Rights, Imipas Andika Dwi Prasetya, explained that the activity was a continuation of the Coordination Meeting on Performance Evaluation for Fiscal Year 2025 which had produced various policy recommendations from each deputy assistant.

He emphasized that the recommendations submitted must be result-oriented, relevant to performance targets, and in line with national priorities and leadership directions. The meeting ended with the signing of the adjustment of the performance agreement by all high-ranking middle leaders as a form of commitment to strengthen synergy and maintain consistency in the implementation of national policies.

Through the forum, the Coordinating Ministry for Kumham Imipas reiterated his role as a driver of cross-sectoral coordination, with the direction of the Coordinating Minister and Deputy Coordinating Minister, which focuses on strengthening regulations, more solid coordination, and improving the quality of governance at the national level.
