Bulungan Prosecutor's Office Dismantles Corruption Cases In Grant Funds For Traditional Centers, Three People Are Immediately Arrested
TANJUNG SELOR, the Bulungan District Attorney's Office, North Kalimantan (Kaltara), has named three suspects in the alleged corruption case of grant funds for the construction of the Bulungan Traditional Hall for the 2014-2018 fiscal year (TA).
Head of the Special Crime Section (Kasi) of the Bulungan Kejari, R. Joharca Dwi Putra, revealed that the three suspects with the initials KE, YE, and DN were detained after the investigation stage was declared complete.
Investigators confirmed that there was strong evidence related to allegations of corruption that caused state financial losses of around Rp. 3 billion.
"The determination of this suspect is contained in Letters Number B 01, B02, and B03/O.5.18/Fd.2/12/2025. The suspects were charged with articles in Law Number 31 of 1999 Jo. Law Number 20 of 2001 concerning Eradication of Criminal Acts of Corruption," said Joharca, Thursday, December 11.
Joharca explained that the grant for the construction of the Dayak Traditional Center was gradually disbursed by the Bulungan Regency Government for five years, namely Rp. 2,000,000,000, - (TA 2014), Rp. 1,978,400,000, - (TA 2015), Rp. 750,000,000, - (TA 2016), Rp. 600,000,000, - (TA 2017) and Rp. 300,000,000, - (TA 2018).
"The total budget is more than Rp. 5.6 billion, the funds are entirely intended for the construction of the Dayak traditional hall on the Bulungan-Berau axis road," said Joharca.
"During the investigation process, the investigative team examined 16 witnesses from various parties such as the construction committee, Bulungan Regency Government, as well as technical and administrative parties," he continued.
According to him, the statements of the witnesses were strengthened by expert opinions from the fields of construction, regional finance, and procurement of goods/services. The results of the examination show strong indications of irregularities in the quality of the building, the supervisory process, and financial accountability.
"The state loss is estimated at Rp. 3 billion, originating from the difference between the funds disbursed with the physical results of the building which are considered not in accordance with construction standards and found to be damaged," he said.
Joharca explained that the investigation process would continue professionally, including conducting additional examinations and further audits to reveal the possible involvement of other parties.
"Our suspects are detained by considering the risk of escaping, eliminating evidence, or repeating their actions. This is in accordance with the Personal Detention Order 01, PRIN 02, and PRIN 03/O.5.18/Fd.2/12/2025 in accordance with Article 21 of the Criminal Procedure Code, the detention period is valid for the first 20 days and can be extended according to the needs of the investigation," he said.
