AGO Affirms CDM/CEU Is An Element Of State Loss, IAW Values Datascript Summons Fall
JAKARTA Indonesia Audit Watch (IAW) assesses that the delegation of the case file for the alleged corruption Chromebook 'Chrome Device Management (CDM) by the Attorney General's Office to the Corruption Court is a new legal basis that strengthens the institution's analysis of education digitization projects at the Ministry of Education and Culture.
This case entered a crucial phase after the AGO officially transferred the case file to court. The file confirms that the Chrome Device Management (CDM) and Chrome Education Upgrade (CEU) services are an integral part of the construction of alleged criminal acts and components of state losses, not just additional service costs.
This AGO step also strengthens IAW's legal position, especially after the agency previously received subpoenas from PT Datascrip related to investigative publications that criticize vendor roles in hardware and CDM/CEU procurement packages.
In its official release, the AGO stated that the total state losses in the Chromebook 'CDM case reached more than IDR 2.1 trillion. This figure comes from several components, including overpricing hardware, purchasing unnecessary CDM/CEU services, as well as idle and damaged assets due to uneven distribution. The CDM/CEU component itself is said to have contributed more than IDR 621 billion in state losses.
"This delegation shows that CDM is not a peripheral issue, but a material element of alleged corruption," said IAW's Founder Secretary, Iskandar Sitorus, Wednesday, December 10.
Previously, PT Datascripti sent a subpoena to Iskandar regarding the IAW analysis which said CDM/CEU could only be activated by certain vendors, the CDM mechanism caused vendor dependence, and the cost of the service was part of state losses. The summons accused IAW's statement of misleading and defaming.
However, after the AGO officially designated the CDM as a component of state losses and included it in the indictment, IAW assessed that Datascript summons had lost its factual basis.
The facts from the AGO actually strengthen our analysis. Therefore, IAW is now considering a counter summons against Datascript on baseless accusations that have the potential to silence public criticism," said Iskandar.
IAW emphasized that criticism of the management of the education budget is a legal guaranteed public right, especially after the official facts were released by the state investigator authorities. He revealed that so far 112 witnesses have been examined, and 18 corporations have been questioned and documents.
IAW also referred to data from the Supreme Audit Agency (BPK) which recorded idle assets, incomplete documents, and services that were not needed in the project. In updating the findings in November 2025, BPK reported 628,000 Chromebook idle units, 323,000 damaged units, 612,000 units not according to contract specifications, as well as 1,234 schools that do not have complete Handover Minutes (BAST).
"Delegation of files places CDM/CEU as one of the main elements of the indictment," said Iskandar.

For this development, IAW considers legal steps based on Article 1365 of the Civil Code regarding unlawful acts and Law 14/2008 concerning Public Information Disclosure.
"The summons to IAW are now facing the AGO's legal facts. We will not resign from our public duties," he said.
With the development of the official facts of the investigation and strengthening of the legal position in the indictment file, IAW assessed that the steps to clarify the return summons against those who confirmed it were logical and measurable options in order to maintain the integrity of public criticism.
