Disaster Mitigation, West Java Provincial Government Freezes Temporary Housing Permits In Bandung Raya
BANDUNG - The West Java Provincial Government (Pemprov Jabar) officially temporarily suspended the issuance of housing permits in the Greater Bandung area, which includes Bandung Regency, West Bandung Regency, Sumedang Regency, Bandung City, and Cimahi City. This policy is contained in Circular Number 177/PUR.06.02.03/DISPERKIM signed by West Java governor Dedi Mulyadi on December 6, 2025.
This step was taken in response to a series of flash floods and landslides that hit Greater Bandung in recent times. The provincial government considers the need for thorough mitigation to prevent similar disasters from happening again.
Therefore, the temporary suspension of the issuance of housing construction permits is enforced until each region completes a disaster risk study and adjusts the spatial planning as needed.
The circular also contains seven directives that must be guided by regional heads in Greater Bandung, namely:
1. Temporary suspension of issuance of housing permits
The entire process of issuing housing construction permits is suspended until a disaster risk study is completed and/or spatial planning is updated.
2. Review of construction sites
Local governments are asked to evaluate development locations in disaster-prone areas or areas that have the potential to cause environmental damage.
3. Strict supervision of housing development
Supervision is tightened so that development according to designation, does not reduce the carrying capacity of the environment, and follows the technical rules of construction.
4. Obligation of building approval (PBG)
All housing and building projects are required to have PBG as the basis for legality of development.
5. Consistent technical investigations
Technical watchdogs must ensure that the construction process takes place according to the technical documents in PBG.

Every development that causes environmental damage is obliged to carry out recovery, reforestation, or restoration of environmental conditions.

Developers and local governments are required to plant and maintain protective trees in residential areas as part of ecological mitigation.
This policy is the first step of the West Java Provincial Government in suppressing the rate of environmental damage and strengthening disaster preparedness in the Greater Bandung area.
