Prabowo Orders HGU To Be Temporarily Revoked For Relocation Of Sumatra Disaster Survivors
President Prabowo Subianto ordered a temporary revocation of the Right to Use (HGU) around the flood survivors' relocation area in Sumatra, to facilitate the need for temporary housing development land.
"If necessary, the HGU-HGU, can be temporarily revoked, reduced. This is more important for the people, land must exist," he said during a limited meeting in Banda Aceh, Sunday (7/12) night.
He said the government must immediately provide land for the construction of temporary housing (huntara) for disaster-affected residents in Aceh, North Sumatra, and West Sumatra.
The instruction came after the Head of BNPB Suharyanto reported that one of the urgent obstacles in accelerating the construction of shelters around the disaster area that had recovered was the availability of land from the local government.
"Regional heads must prepare land. The central government is building it, Mr. President. Now, this land is sometimes a bit of a long problem," said Suharyanto in his report to the President.
Responding to this, Prabowo emphasized that the state must find a quick solution.
"I think the land should be there. Later, the coordination of district governments, provincial governments, central governments, all K/L, especially ATR, forestry, ATR-BPN will be checked all," said the President.
In his explanation, the Head of BNPB said that the shelter was designed to be a much more feasible place to live than refugee tents. Each unit is intended for one family.
"The area is type 36, Mr. President. Eight times five. Instead of living in a tent, they are more representative living in temporary housing," said Suharyanto.
Regarding the details of the specifications and construction costs, the Head of BNPB said the prices needed to be borne by the government were around Rp. 30 million per temporary housing unit.
He said the building would be equipped with a toilet and bathroom, in the dwelling.
BNPB also explained that the shelter was designed to be used a maximum of one year before residents were moved to permanent residences (huntap). However, the transfer process can take longer if the availability of land is hampered.
"Our concept of temporary housing is no more than a year, except for several incidents because the division of the duties of regional heads must prepare land," he said.
BNPB emphasized that the process of developing shelters can be accelerated using the National Police's TNI Task Force, as previously experienced in Lewotobi.
"The Kodam IX/Udayana Task Force moved 8,000 families, all of them entered the shelter, built six months, Mr. President," said Suharyanto.
Prabowo immediately responded with accelerated instructions, after assessing the relatively efficient budget needs of the shelter.
"If possible, it's faster, right? If possible, it's faster than 6 months, right?" said the President.
In addition to the family home type shelter, BNPB also prepares a barracks model option if the land is very limited. However, if the land is sufficient, one family can be allocated 8x10 meters of land which facilitates integration between shelters and huntap development in the next phase.

Closing the discussion, President Prabowo reiterated that all ministries and institutions accelerate the provision of land without problems.
He also opened an option to use a graded fabrication design to save space, if needed.
