Semarang City Government ASN Compact Galang Dana For Aceh, North Sumatra And West Sumatra

SEMARANG In an event that eroded the bureaucratic image as an ivory tower, more than 1,900 State Civil Apparatus (ASN) Semarang City Government showed a new face. The 2025 ASN Festival which was held on Saturday (6/12) did not end with seminars and certificates, but with real action in the form of raising solidarity funds for victims of floods and landslides in Aceh, North Sumatra, and West Sumatra.

"This 'ASN Charity' action is the climax of the transformation statement echoed by the Mayor of Semarang, Agustina Wilujeng. This 'Festival' is a firm statement. We don't just need to continue the tradition; we need to challenge tradition," he stressed in front of ASN at the UTC Convention Hall.

He emphasized that bureaucratic reform must go beyond digital transformation and tap on the most human side of the apparatus. "Reforming doesn't always have to be stiff, it can be moved through fresh ideas," he said. That spirit is realized by shifting the paradigm of a 'service mind' that is fixated on the procedure, towards an empathetic and solution 'heart'.

Personal Social Responsibility (PSR): New DNA ASN Semarang

The basis for this change is the concept of Personal Social Responsibility (PSR). If the Corporate Social Responsibility (CSR) is institutional, PSR is a social responsibility that is lived by every ASN individual in their daily lives.

"If in the corporate world there is CSR, I want every Semarang City ASN to support PSR. This is a caring character realized in real action," said Agustina.

This concept is not a discourse. It has been operated in three grounded movements: ASN Cares for Vulnerable Workers (social fences for informal workers), ASN Wegah Nyampah (ASN as a role model for cleanliness), and ASN Cares for Red and White Cooperatives ( populist economic strengthening). These movements reflect the spirit of Semarang City which has just been named the National Best City in managing religious harmony.

Holistic Transformation: Digital And Cultural Trafficking

This humanist transformation goes hand in hand with a strong commitment to digital transformation. This dual approach is Semarang's uniqueness, which was newly named the first national city government at the Gadjah Mada Digital Transformation Governance Index (GM-DTGI) Award 2025.

"The GM-DTGI Award presentation is a sign that we are on the right track," said Agustina. This holistic transformation shifts the bureaucratic focus from just output compliance, to creating real social impact (outcome). The role of ASN has also evolved from implementing the rules to solving problems and driving communities.

Learn From Stand-Up Comedy, Move For Solidarity

This festival is a reflection of a new way of thinking. The event presents an interactive talk show about integrity with Pandji Pragiwaksono and a fresh laugh from the Bonar Manalu stand-up comedy stage which is rarely encountered in official government events.

The climax are two concrete actions: Bazar ASNpreneur which appreciates the entrepreneurial spirit of ASN, and ASN Charity as proof of PSR's concreteness. The funds collected will be channeled through Korpri Cares to help recover in the three provinces affected by the disaster.

This action shows the responsiveness of local bureaucracy in the national disaster ecosystem. Meanwhile, the TNI, Polri, and BUMN are moving on the front lines, Semarang ASN strengthens backline' with organized solidarity, proving effective coordination.

Mass Empathy And Long-Term Investment Training

This fundraising has a double impact. On the one hand, it is direct assistance to relatives in Sumatra. On the other hand, it serves as mass empathy training for 1,900 ASN. The honed social sensitivity in this action is expected to enrich the quality of their public services, creating a positive chain effect for Semarang residents.

"In the end, the power of the bureaucracy is in the way we work and maintain public trust," concluded Mayor Agustina. We work for this city, and this city progresses because we are together," concluded Agustina.
