DPR Reminds Government Of The Importance Of Governance And Supply Of Raw Materials
JAKARTA - Member of Commission IX of the Indonesian House of Representatives, Edy Wuryanto, reminded the importance of the government ensuring that the Free Nutrition Food Program (MBG) is actually implemented effectively after Presidential Regulation (Perpres) Number 115 of 2025 concerning MBG governance has begun to be implemented.
"The success of this national-scale program can only be achieved if the center and regions understand their respective roles clearly," said Edy Wuryanto to reporters, Saturday, December 6.
Edy emphasized that Presidential Decree 115/2025 is a big step, but whether or not the program is successful depends on technical readiness in the field. We must ensure that the acceleration of the construction of SPPG, the procurement of raw materials from cooperatives, and the determination of standard hygiene runs," continued Edy.
Edy assessed that in Presidential Decree 115/2025 it seems that he wants to provide the norm that the raw materials for the SPPG must come from the Village Cooperative, BUMDes, MSMEs, or other trading businesses. The goal is to be able to move the people's economy.

Edy also agrees with this. He emphasized the importance of strengthening the local supply chain to support the SPPG kitchen.
The raw material supply must come from the people's business. The kitchen supply chain must prioritize farmers, breeders, and fishermen around the SPPG location. This is in line with MBG's goal to encourage regional economic equality," said the PDIP legislator for the Central Java electoral district.
Edy assessed that so far the increase in raw material needs due to the SPPG has not been balanced with adequate supply. Therefore, coordination between local governments and BGN is very crucial.
"BGN knows the needs of the SPPG, while the local government knows the supply capacity in its area. Both of them must sit together to map the source of raw materials and connect them directly with the SPPG," he said.
According to Edy, the most strategic solution is to encourage the MoU between SPPG and farmer groups, breeders, fishermen, and local suppliers facilitated by local governments. "Without the role of local governments, it is impossible for BGN to optimally regulate supply," he concluded.
It is known, on Wednesday, December 3, the government held its first coordination meeting as a sign of the start of the implementation of Presidential Decree 115/2025.
Coordinating Minister for Food Zulkifli Hasan explained that the presidential regulation emphasized various aspects of governance, including the obligation to use raw materials from cooperatives as part of the integration of supply chains.
The government has also prepared 13 derivative regulations which include accelerating the Higiene and Sanitation Laik Certificate (SLHS), fulfilling nutritionists, and building a Nutrition Fulfillment Service Unit (SPPG) in the 3T area.
The National Nutrition Agency (BGN) reports that 8,200 SPPGs are moderate or will be built in remote areas.
