Galuga TPAS Cooperation Extended, DPRD Requests Clear Service Transparency And Standards

BOGOR - Bogor City DPRD held a plenary meeting with the agenda of taking approval of the Extension of the Galuga Final Disposal Site Management Cooperation Agreement (TPAS), Tuesday 2 December

It is known that the approval for the extension of the Galuga TPAS cooperation has gone through a discussion mechanism from the level of commissions I and III as well as special discussions at the Bogor City DPRD Deliberative Body.

The chairman of the Bogor City DPRD, Adityawarman Adil, said that the Bogor City DPRD has several notes on the extension of the Galuga TPAS cooperation, including asking for clarity on the official operators of TPAS managers, Minimum Service Standards (SLM) and several other supporting things.

In addition, the Bogor City DPRD also demands transparency in the cooperation carried out between Bogor City and Bogor Regency so as to show the principle of justice and mutual benefit.

"So, the Cooperation Agreement (PKS) should not only be an administrative document, but a governance contract that has strong enforcement," explained Adit.

The Bogor City DPRD also asked the Bogor City Government to include details on the use of Galuga, ranging from the amount of waste, zoning, operational standards to emergency SOPs for landfill landslides, lindi floods and fires.

Furthermore, the Bogor City DPRD also requested that the details of the beneficiaries of this PKS be poured into the PKS sheet which will later become the basic report to the Bogor City DPRD every quarter.

"We also encourage the mechanism for sanctions and law enforcement against violators of PKS," explained Adit.

The chairman of Commission I of the Bogor City DPRD, Karnain Asyhar, hopes that the extension of the Galuga TPAS cooperation can become a legal basis for meeting people's needs for safe, transparent, and sustainable waste management. As well as ensuring certainty of environmental, social, and economic benefits for Bogor City, Bogor Regency, as well as residents around Galuga.

"Commission I and Commission III emphasize that PKS in the management of TPAS must be a win-win solution, fair to the affected regions and residents, ensure the sustainability of public services, maintain the environment by utilizing appropriate waste processing technology, and have strong legal and political legitimacy. With this principle, we can ensure that the future of Bogor City waste management and the welfare of the people around Galuga goes hand in hand," explained Karnain.

In the plenary meeting, the Deputy Mayor of Bogor, Jenal Mutaqin, expressed his appreciation and gratitude to the Bogor City DPRD for agreeing to the extension of the Galuga TPAS cooperation.

Jenal said that this approval is a tangible form of joint commitment between the legislature and the executive in maintaining the sustainability of public services, especially waste services which are an important part of mandatory government affairs.

"The Bogor City Regional Government will follow up on all necessary processes, including the improvement of cooperation documents in accordance with the provisions of the legislation and technical implementation in the field," said Jenal.

"We are committed to ensuring that this collaboration runs effectively, transparently, and provides optimal benefits for the people of Bogor City and Bogor Regency as partners in cooperation," he concluded.
