Central Jakarta District Court Rejects Indobuildco Lawsuit Regarding Management Of Sultan Hotel

JAKARTA - The Central Jakarta District Court (PN Jakpus) rejected PT Indobuildco's lawsuit against the Minister of State Secretary (Mensesneg) casu quo (cq) of the Bung Karno Sports Center Management Complex (PPKGBK) related to the management of the Sultan Hotel.

The verdict was read out by the Central Jakarta District Court Panel of Judges, Friday, November 28, on a court basis, by Chief Judge Guse Prayudi.

In a statement confirmed in Jakarta, Friday, Central Jakarta District Court Spokesperson Sunoto revealed that the case was registered in case Number 208/Pdt.G/2025/PN.Jkt.Pst. and case Number 287/Pdt.G/2025/PN.Jkt.Pst.

In the 208 case, it was concluded that the Court stated that the State (via Land Management Rights or HPL Number 1/Gelora) was the legal owner.

Thus, he said that the Sultan Hotel Building Use Rights (HGB) had been removed by law since 2023, legal state actions, and Indobuildco must vacate the entire Sultan Hotel (land and buildings) area, with a decision that can be executed first (uitvoerbaar bij voorraad).

Then in the 287 case, it was concluded that Indobuildco was sentenced to pay royalties for the use of HPL land for the 2007 period of 2023 amounting to US $ 45.36 million (conversion to rupiah when paid) and his revenge lawsuit rejected.

"PT Indobuildco was sentenced to a court fee of Rp. 530 thousand," he said as reported by ANTARA.

Civil lawsuit Number 208 / Pdt.G / 2025 / PN.Jkt.Pst occurred between Indobuildco against the Minister of State Secretary, PPKGBK, Minister of Agaria and Spatial Planning / National Land Agency, Minister of Finance, and the Central Jakarta City Administration Land Office.

In its lawsuit, Indobuildco launched the arguments of HGB 26/Gelora and HGB 27/Gelora, where the Sultan Hotel is located, published on a free country, not on HPL 1/Gelora land, so the update does not require a recommendation from the Minister of State Secretary and PPKGBK as HPL 1/Gelora holder.

In addition, Indobuildco also demanded compensation for land and buildings of approximately Rp28 trillion.

Meanwhile, civil cases Number 287 / Pdt.G / 2025 / PN.Jkt.Pst occurred between the Minister of State Secretary and PPKGBK as plaintiffs against PT Indobuildco as defendants.

In its lawsuit, the Minister of State Secretary and PPKGBK demanded PT Indobuildco, as the manager of the Sultan Hotel, Jakarta, to pay the remaining royalty obligations including interest and a fine of US$45 million or equivalent to Rp. 742.5 billion (exchange rate of Rp. 16,500 per US dollar) for the period of partial use of HPL land Number 1 / Celora from 2007 to 2023.
