Pramono Signs Governor Regulation 36/2025, Kenneth DPRD DKI: Jakarta Steps Towards Rabies Free City

JAKARTA Member of the DKI Jakarta DPRD from the PDI-P (PDIP) faction, Hardiyanto Kenneth, gave great appreciation to DKI Jakarta Governor Pramono Anung, who has officially signed Governor Regulation (Pergub) Number 36 of 2025 concerning the prohibition of trade, slaughterhouses, and consumption of dog and cat meat in the Jakarta area. The regulation will take effect on November 24, 2025.

Bang Kent - Hardiyanto Kenneth's nickname - assessed that Governor Pramono's move was an important decision that had long been awaited by various parties, ranging from animal-loving communities, animal-loving activists.

"I really appreciate the firm and brave steps taken by Governor Pramono Anung which ultimately ratified Pergub Number 36 of 2025. This is not just a rule, but a tangible manifestation of the government's alignment with animal welfare as well as public health. For years, various animal-loving communities, veterinarians, activists, and I at the DPRD have encouraged Jakarta to have clear regulations to stop the practice of trade and consumption of dog and cat meat. Today, the commitment was finally realized by the Governor," said Kent in his statement, Wednesday, November 26.

The member of Commission C of the DKI Jakarta DPRD considered that the decision showed Pramono's strong political courage to end illegal practices that had been happening at several points in Jakarta.

"I see the courage of this Governor as an important breakthrough. It is not easy to make policies that touch certain social and cultural aspects, but he shows that public health protection and animal welfare are non-negotiable priorities. We must appreciate this attitude. This also answers public unrest about the potential spread of zoonosis diseases such as rabies which is very dangerous," he continued.

As a legislator, Kent emphasized that he is ready to support the implementation of the Governor's Regulation through the supervisory function, especially for potential violations in the field. He also asked the DKI Jakarta Provincial Food, Maritime Affairs and Agriculture Service to carry out supervision and firm action if violations were found.

"After this Governor Regulation was issued, our task did not stop here. I asked the DKI Jakarta KPKP Office to carry out integrated supervision, carry out routine operations, and take firm action against parties who are still determined to trade or consume dog and cat meat. My friends and I in the animal community will continue to oversee the implementation of this rule so that it runs effectively in the field," continued the Chairman of the IKAL (Lemhannas RI Alumni Family Association) PPRA LXII.

In addition, said Kent, DKI Jakarta Governor Pramono Anung has proven his commitment by keeping one of his campaign promises, namely issuing strict regulations regarding the prohibition of trade, slaughter, and consumption of dog and cat meat in Jakarta.

"Pak Gubernur Pramono telah memenuhi janji kampanyenya dengan menerbitkan Pergub ini. Dari awal dia sudah menyampaikan komitmen untuk menghentikan praktik perdagangan dan konsumsi meat dog maupun kucing yang berisiko terhadap kesehatan masyarakat. Hari ini komitmen itu diwujudkan secara real," bebernya.

The head of the Disaster Management Agency (BAGUNA) of the Jakarta PDI-P DPD also appealed to the public to be aware that the consumption of dog meat is very dangerous for health. At least the public can begin to realize that the myth related to the health benefits of consuming dog meat is not true.

"People need education to break the myth that dog meat is not only unfit for human consumption, but also at risk of carrying the disease 'Stop Consumption of Dog Meat!'. This is done so that the City of Jakarta progresses 'Jakarta Free Rabies' and the people are civilized because they do not eat pet meat," he said.

Kent also added that the presence of Pergub 36/2025 was an important momentum in an effort to create a more humane, modern, and civilized Jakarta.

"With this rule, I am sure that Jakarta will move one step further as a city that cares more about living things and the health of its citizens. This is not just a regulation, but a moral message as well as a commitment to building a safer, modern, and full of humanity," he concluded.

It should be noted previously, DKI Jakarta Governor Pramono Anung issued Governor Regulation (Pergub) Number 36 of 2025 which prohibits the trade and consumption of rabies-contagious animal meat (HPR), including dogs. In addition, cat meat and bats are also prohibited from being traded.

Pramono announced the issuance of the regulation through his personal Instagram upload on Tuesday, November 25. Pramono said he had promised to make this governor's regulation to animal lovers.

"When I received the fans of the animals, at that time I promised to make a governor's regulation. I have signed Pergub No. 36 of 2025," said Pramono.

In this regulation, Article 27A prohibits the sale of rabies-contagious animals for food purposes, both in the form of live, raw, or processed animals. This rule is intended to cover the distribution of dog meat as consumption material in the DKI Jakarta area.

"The types of HPR as referred to in Article 4 letter a include dogs, cats, monkeys, bats, civets, and their compatriots," he said.

Furthermore, Article 27B also prohibits the killing or killing of rabies-infectious animals aimed at food purposes.

"This governor's regulation has taken effect from November 24, 2025," he said.

He said the drafting of the Pergub lasted a month. Pramono hopes that this policy can improve public health standards in Jakarta.

"Alhamdulillah, in a month, Governor Regulation No. 36 of 2025 concerning the prohibition of buying and selling and consuming rabies-contagious animal meat (HPR) can be applied," he said.
