The buildup of US warships and attacks in Latin American waters, which have killed more than 80 people on 21 ships suspected of transporting drugs, is seen by many as a tactic to suppress the resignation of Venezuelan President Nicolwas Maduro.
The Trump administration has also stepped up pressure by establishing the Cartel de los Soles, or the Solar Cartel, as a foreign terrorist organization, although the entity accused by the US Government of being led by Maduro is not the cartel.
This is the second time a US troop has visited Puerto Rico, where the US has amassed its fleet of warships and has attacked ships suspected of smuggling drugs.
US Secretary of Defense Pete Hegseth visited Puerto Rico in September 2025 after ships carrying hundreds of US Marines arrived for what officials said were training.
Hegseth later said the Marines deployed were "on the front lines in defending America."
