ASN Is Reckless To Go Home, The Most Strict Sanctions Are Dismissed With No Respect
JAKARTA - The government has banned all people from going home during the month of Ramadan this year to prevent the transmission of COVID-19. Especially for the State Civil Apparatus (ASN), violators of this rule can be sanctioned.
Assistant Deputy for Integrity and Merit System Evaluation of the Ministry of State Apparatus Empowerment and Bureaucratic Reform Bambang D. Sumarsono said President Joko Widodo's prohibition of homecoming for ASN has been followed up by the State Civil Service Agency (BKN).
Bambang said, BKN has issued BKN Circular (SE) Number 11/2020, regarding the procedures for imposing sanctions or disciplinary penalties for ASN who are desperate to go home during the COVID-19 pandemic.
"This SE describes the disciplinary punishment for ASN who goes home. The procedures and mechanisms are regulated according to the needs of each agency," said Bambang in a press conference at Graha BNPB, East Jakarta, Thursday, April 30.
In the circular, BKN explained that there are three categories of legal discipline that arise for every violation committed by ASN. The three categories of punishment were light, moderate, and severe.
"For ASNs who leave the area or go home without permission, then the impact will be seen, whether for work units, whether for agencies, or for the government and society," he said.
For ASNs who received a mild category of disciplinary punishment, they received verbal warnings, written warnings and written statements of dissatisfaction from the personnel guidance officials (PPK) of each government agency.
Meanwhile, for ASN who received moderate or severe punishment, disciplinary punishment has entered the realm of personnel administration. Moderate sanctions that can be accepted include not being able to raise a salary or class regularly, not being allowed to be promoted, and even being demoted.
In fact, said Bambang, the severe category of disciplinary punishment could be up to dismissal. "The severe disciplinary punishment is heavier. ASN can be demoted by one level for 3 years, non-job, demoted, or even disrespectful dismissal," said Bambang.
However, if any ASN is forced to carry out homecoming activities for some reason, they must obtain permission from their respective superiors.
"ASNs that leave the area because they are forced to obtain permission from the competent authority with the approval of the delegation from the personnel guidance official," he added.
